The role of the Plans Examiner is to review basic and/or intermediate construction plans and other submittal documents for code compliance to provide in-office technical and supervisory support and when necessary to assist with building department inspections and investigation of public complaints to ensure compliance with adopted codes and ordinances.

2020 wages for this position are expected to be 2% higher than the posted hourly rate.

Essential Functions
  • Performs review of basic, some intermediate, and/or some complex structural and non-structural construction plans prior to issuance of a building permit, ensuring designs are in compliance with adopted codes.
  • Manages multiple projects and maintains schedules; coordinates with internal and external customers through the permitting and inspection process; provides technical and non-technical customer service to public and co-workers.
  • Responds to inquiries concerning interpretation of the adopted codes, construction concerns, code compliance, permit processes and City administrative procedures; meets and engages with the public in the office or at a job site.
  • Facilitates, assists, and supports the Building Inspectors to see that the approved plans are being properly implemented.
  • Maintains knowledge of the various changes in construction codes which are a result of technological changes in building materials, building code philosophies, and legislative mandate.
  • Maintains records to ensure proper documentation of authorization of building permit issuance.
  • Serves as a subject matter expert for documentation and configuration of systems related to permits, inspections, code enforcement, plan review and permit processes.
  • Facilitate the development and implementation of new programs, codes, policies and interpretations to meet overall Council, City, and Department goals.
  • Serves as a Disaster Worker in the event of a disaster.
  • May train and instruct others in review techniques and City procedures.
  • May represent the City on local, regional, state and national committees regarding construction and building code related issues.
  • Performs other duties as assigned.

  • Will be required to build and maintain a strong understanding of permitting processes and policies, including local, State, and Federal laws, codes, regulations, and ordinances.
  • Plan review proficiency in basic exiting, occupancy classifications, types of construction, opening protection, building area and height, and accessibility.
  • Intermediate computer proficiency including spreadsheet programs, word processing, permit tracking software, electronic plan review software, and use of internet and intranet.
  • Understanding of general principles of engineering related to gravity and lateral loads.
Minimum Qualifications
  • Must have a Bachelor's degree in Engineering, Architecture, or related field; or be licensed in the State of Washington as an Architect or Professional Engineer; or have three years of work experience related to architectural, engineering, building construction or related fields.
  • Three years of plan review experience, increasing in complexity over time.
  • Must be ICC certified as a Building Plans Examiner.
  • Hold at least one other active ICC certification or obtain one within six months of appointment.
  • Must have and maintain a valid Washington State Driver's license.
Working Conditions & Physical Activities

This position works mostly in an office environment.  This position may also require driving to or being at construction sites.  Potential hazards at the construction sites include falling objects, loose footing and construction equipment.  This position may require the climbing of ladders, or occasional walking on scaffolding.

Hours of Work

8:00 a.m. - 5:00 p.m., Monday - Friday
