Summary

NORCOM is a Public Safety Answering Point, which most people refer to as a dispatch center, located in Bellevue, Washington. We answer 911 calls and dispatch Police, Fire and Medical responses for most of North East King County, as well as the Normandy Park Police Department. Currently, that’s 14 fire departments and 6 police departments. We answer over 100,000 911 calls per year and serve a population of over 600,000 permanent residents.

We currently have an opportunity for a Finance Manager position. The successful candidate will contribute to NORCOM's positive, inclusive culture and support a team of dedicated professionals who help save lives every day.

The Finance Manager requires a breadth of generalist experience and is responsible for independently managing all financial processes, demonstrating strong leadership, initiative and integrity. This position, reporting to the Executive Director, coordinates the annual budget process, maintains the financial information systems, administers investments, expenditures, the procurement process, and prepares and provides financial and annual reports. This position may supervisor 1-2 direct reports, providing oversight and supplementing assistance as workload dictates.


ESSENTIAL FUNCTIONS:

Budget Management

o Prepares and assembles preliminary annual budget; verifies anticipated increases in revenue, expenditures and salaries; develops supplemental documents

o Balances, certifies and compiles preliminary budget for Executive Director, Joint Operations Board and Governing Board Review

o Incorporates the Boards’ and Director’s changes and develops final budget

o Monitors Agency’s expenditures; conducts periodic and year-end verification for fund solvency

o Presents annual budget to Governing Board

o Presents appropriate charts and graphs as necessary to inform Board members or clarify budgetary issues

o Prepare budget resolutions for adoption by the Governing Board

Financial Reporting/ Planning/ Audits

o Conducts ongoing internal audit to verify appropriate financial activities

o Develops annual financial report and verifies statements

o Provides technical expertise, advice and information regarding generally accepted accounting principles, practices and policies and the State BARS process

o Monitors and reviews contracts and maintenance agreements for compliance with accepted financial principles and regulations

o Multi-year financial planning including financial forecasts and user fee forecasts

o Manages audit process and serves as primary contact to State Auditor’s office and other auditing agencies including the scheduling of state auditor on-site work and coordination of interactions with other staff. Arranges and attends entrance and exit meetings and assures appropriate management staff is in attendance.

Policy Development/ Enforcement

o Develops procurement policies and procedures; oversees all procurement activities for compliance with policies, procedures and state guidelines

o Develops and maintains departmental Standard Operating Procedures

o Develops, disseminates and maintains other departmental and organizational fiscal policies as needed

o Designs, installs and maintains internal control systems throughout the organization

Accounting and Payroll Operations

o May supervise and evaluate direct report(s)

o Reviews and approves payroll run for accuracy

o Reviews and approves billing and payables for accuracy

o Performs fixed assets inventory and control; prepares and maintains reports

Treasury function

o Invests Agency’s funds and monitors investments

o Manages all deferred compensation funds

Reports, Analysis, and Recordkeeping

o Provides financial input for resolutions as necessary

o Prepares and maintains a variety of detailed and comprehensive records, files and reports

o Generates regular and special computerized reports

o Performs financial and statistical analysis as necessary

User Fees

o Performs analysis of gathered data to determine potential financial impacts of changes, including rates

o Must have competencies in the following areas: formula development; modeling; fee notices; billings and collections; subscriber contract document development

o Perform other related work as assigned

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

o Comprehensive knowledge of Generally Accepted Accounting Principles

o Public Sector Procurement procedures

o Laws, rules and regulations related to municipal accounting

o Excellent verbal and written communication skills

o Demonstrate expert skill level in Excel with the ability to produce spreadsheets, reports and payroll information

o Demonstrate a working knowledge of MS Word and Outlook

o Washington State’s BARS system

o Managing an Enterprise Fund

o Perform difficult and complex financial research and analysis

o Exercise a high degree of independent judgment in financial problem solving and decision making, and follow through

o Compute, compile, research, analyze and verify statistical data and charts. Produce annual budgets, reports, financial statements and statistical information as necessary

o Ability to prepare and present professional business reports and briefings using Power Point

o Establish and maintain effective working relationships with a variety of internal and external customers

o Work with NORCOM Finance Committee to establish best practices and foster a positive working relationship

o Assist others in understanding and working within the State BARS system

o Supervisory skills and the ability to retain and motivate competent and professional staff

o Be reliable, dependable and report for work on a consistent basis

REQUIRED EDUCATION AND EXPERIENCE:

o BA/BS Degree in Accounting or Finance

o 5 years of increasingly responsible professional experience in finance or accounting, preferably in a public agency

o Experience in Municipal Accounting

o Any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities, may be considered
CPA/MBA highly desirable.
