The City of Woodinville is looking for a skilled Senior Engineer to lead some very big and mission-critical capital projects that keeps the City functioning and moving at a high level. There will also be opportunities to play a big role in short- and long-range planning efforts such as the City’s Capital Improvement Plan. First review of applications will be February 25, 2020; please apply by 4 p.m. on that day. The City is aiming to conduct interviews during the first week of March. After that, we are hopeful that the new employee will join the City’s team by Monday, April 2, 2020.

The most qualified candidates will be able to communicate and collaborate with a variety of internal and external stakeholders, collect and assemble data, create and decipher technical studies and analyses, conduct engineering designs, support and coordinate permitting. Overall, this position will have a high degree of independent judgement in resolving technical problems and administering projects in accordance with codes and policies.

Woodinville, Washington is a premier tourist destination with a population of about 12,000 though the City is growing considerably. Located about 20 miles northeast of Seattle, Woodinville offers the benefits of a bustling urban area against the backdrop of the picturesque Sammamish River Valley. Woodinville is known for its tourism industries with over 120 wineries, breweries, and distilleries and many opportunities for outdoor activities.

As the Senior Engineer, you’ll have big impact on the City’s operations.

Great Benefits

The City offers a great benefit package for this full-time, position. This position also will work 80 hours within nine days as opposed to the typical 10 workday period; in short, every other Friday off! This full-time position is fully benefitted with health, dental, vision, and life insurances/coverages, along with paid vacation leave, sick leave, and holidays.  If insuring a spouse and two or more dependents, City employees pay only about $110 per month out-of-pocket for full coverage; out-of-pocket costs may be lower based on coverage/plan choices.

The City’s generous retirement package also gives you more control over your money. Instead of participating in Social Security, the City participates in “Social Security In-Lieu Program” (Municipal Employees Benefit Trust) in which the City contributes an amount equivalent to 6.2% of gross wages and the employee contributes another 6.2% of their wages. In addition, the City also offers the Public Employees' Retirement System (PERS), which is a traditional, defined-benefit pension plan – when you meet plan requirements and retire, you are guaranteed a certain monthly income for the rest of your life based on years of service and compensation. 457 accounts are also available with Roth (post-tax) and traditional (pre-tax) contributions allowed.

Job Responsbilities

 

The Senior Engineer will have these essential functions along with other duties as assigned:

  1. Performs a variety of project engineer/project manager tasks in support of multiple and diverse capital projects including streets, facilities, parks, and stormwater in conjunction with other Engineers and Public Works Director.
  2. Manages assigned capital projects, including in-house design, consultant design, and acquisition and utilization of grant/City/developer funds to design and construct Capital Improvement Projects; performs in-house engineering design, contract document preparation, and bid and award activities.
  3. Performs project engineering, including written project analysis, plans, specifications, estimates, environmental reports, and legal/boundary research.
  4. Assists with interagency agreements, acquiring property, and coordinating public bidding process in accordance with State and Federal regulations.
  5. Assists in preparation of short- and long-range capital planning; seeks and secures grant funding for capital projects; manages State and federal grants; tracks and monitors grant and mitigation funds.
  6. Participates in the selection of design consultants, meets schedule and budget objectives for assigned projects; supervises activities of assigned engineering and support staff, and contractors.
  7. Organizes and leads public meetings for design and construction projects.
  8. Reviews design plans and field surveys for accuracy, practical application, and to ensure that all components necessary for project completion are present to bid the job.
  9. Represents the Public Works Department on a variety of committees; prepares and presents reports and correspondence; prepares analytical and statistical reports on operations and activities.  Acts as liaison with other City departments and outside agencies to update and coordinate construction activities.
  10. Performs other duties as required or assigned.

Education and Experience

Bachelor’s degree in Civil Engineering, Construction Management or related field and five years increasingly responsible engineering experience including two years construction project management with demonstrated knowledge in the preparation of plans, specifications, and contract documents.

 

Licenses and Certifications
  • Washington State Professional Engineer License required.
  • Must possess a valid Washington State driver's license within 30 days of hire and meet the City’s minimum driver approval standards. Valid Driver’s License required at time of hire.
