Summary

NORCOM is a leading-edge public safety communications center located in Bellevue, Washington, which is 10 miles east of Seattle. NORCOM is a 9-1-1 Public Safety Answering Point (PSAP) and provides emergency dispatch services in northeast King County for 6 law enforcement agencies and 14 fire agencies. In total, the agencies cover approximately 1,400 square miles (which includes forest service land) and over 738,000 community members. Founded in 2009, NORCOM was established with Core Values and Operating Principles that continue to position the organization as a regional leader.

NORCOM is seeking a forward-thinking, high performing executive leader who has excellent interpersonal skills. The Executive Director oversees operations and technology for a complex 9-1-1 dispatch organization. The Executive Director is hired by and serves at the pleasure of the NORCOM Governing Board as the chief executive officer of NORCOM. The Governing Board consists of one representative of each 20 public safety agency members, which includes the Cities of Bellevue, Bothell, Clyde Hill, Kirkland, Medina, Mercer Island, Normandy Park, and the Snoqualmie. The other members include fire districts.

The Executive Director manages an annual budget of $13 million with up to 97 staff members to include Operations, Information Technology (IT) and Administrative support.  This exempt position has full responsibility for leading the vision, strategy, and culture that deliver effective and efficient services to advance NORCOM’s enterprise purposes.


Core Responsibilities
  • Reports and recommends policies to the Governing Board; analyzes information related to operations and recommend strategies; develop and recommend annual budget to the board
  • Supervises and evaluates the Deputy Director, Human Resources Manager, Finance Manager, Information Technology Manager, and Agency Liaisons
  • Ensure full compliance with local, state, and federal laws while utilizing best practices in areas of technical, financial, contracts, and personnel management
  • Develops and determines long-range and short-range plans to ensure reliable emergency communications for multiple customer agencies
  • Reviews, authorizes, and manages Request for Approval (RFPs), contracts for service and procurements
  • Represents NORCOM on a variety of standing and special committees including regional, state, and federal agencies involved with the provision of emergency communications affecting NORCOM and the community members that it serves
  • Reviews all inquiries and complaints received at NORCOM and approves their dispositions
  • Maintains overall and final responsibility for budget development and administration; presents the budget to a variety of boards and committees
  • Ensures NORCOM complies with policies and procedures required by the State Auditor
  • Maintains oversight of human resources and labor relations
  • Ensures bargaining agreements are administered and interpreted correctly, fairly, and consistently
  • Plans and oversees implementation of NORCOM’s projects, goals and objectives
  • Performs other work related to the administration of NORCOM as assigned by the Governing Board

Qualifying Experience and Education

Experience – This position requires at least ten (10) years of progressively responsible experience in managing a complex organization with at least three (3) years at the executive level. Success in advancing effective strategies, culture, and operations.

Education – Bachelor’s degree from an accredited college in public administration or related field strongly preferred. A combination of relevant experience and training will be considered.

Ideal Candidate

The Executive Director must be energetic, self-confident, and possess an approachable personal style. The successful candidate must be able to provide executive leadership that will demonstrate authenticity to the Board as well as inspire, motivate, and empower staff to achieve established goals. The position requires someone who is politically astute, with a comfort and desire to work within a multi-agency organization.

Ability to strategically plan with the Governing Board for NORCOM’s future. Technology advances and the demand for ever increasing levels of service with limited resources requires that a successful Executive Director will engage with the Board on developing alternative futures beyond the annual budget process. Looking forward five years at a minimum and developing and presenting recommendations to the Board on the direction, measuring performance and adjusting as needed will be key to the Executive Director’s success.

Ability to work well within the high-level regional policy environment and influence it for the benefit of NORCOM’s members. Collaboratively working with regional partners and being a credible and effective member of the region on issues essential to NORCOM’s mission are critical. Secondarily, involvement in public safety communications professional associations, forums, and processes that directly or indirectly influence state and federal actions affecting the industry is important.
