The City of Woodinville has an Accounting Clerk opening on its Administrative Services team.  This position is integral to the Department and will assist with a wide variety of technical accounting and administrative tasks, with the City’s enterprise financial software system, direct customer service, and administration and/or maintenance of multiple City-wide and department programs. The Accounting Clerk will have a variety of accounting duties that may include AR, AP, reconciliation and payroll functions. The most qualified candidates will be able to communicate and collaborate with a variety of internal and external stakeholders, collect and assemble data, and have a great eye for detail. Overall, this position will have a high degree of responsibility in conducting accurate and careful work, providing excellent customer service, resolving technical problems, and administering projects as directed.

About the City

Woodinville, Washington is a premier tourist destination with a population of about 12,000 though the City is growing considerably. Located about 20 miles northeast of Seattle, Woodinville offers the benefits of a bustling urban area against the backdrop of the picturesque Sammamish River Valley. Woodinville is known for its tourism industries with over 120 wineries, breweries, and distilleries and many opportunities for outdoor activities.

As an Accounting Clerk, you’ll have big impact on the City’s operations.

Great Benefits

The City offers a great benefit package for this full-time, position. This position also will work 80 hours within nine days as opposed to the typical 10 workday period; in short, every other Friday off! This position is fully benefitted with health, dental, vision, and life insurances/coverages, along with paid vacation leave, sick leave, and holidays.  If insuring a spouse and two or more dependents, City employees pay only about $110 per month out-of-pocket for full coverage; out-of-pocket costs may be lower based on coverage/plan choices.

The City’s generous retirement package also gives you more control over your money. Instead of participating in Social Security, the City participates in “Social Security In-Lieu Program” (Municipal Employees Benefit Trust) in which the City contributes an amount equivalent to 6.2% of gross wages and the employee contributes another 6.2% of their wages. In addition, the City also offers the Public Employees' Retirement System (PERS), which is a traditional, defined-benefit pension plan – when you meet plan requirements and retire, you are guaranteed a certain monthly income for the rest of your life based on years of service and compensation. 457 accounts are also available with Roth (post-tax) and traditional (pre-tax) contributions allowed.

Essential Functions

The Accounting Clerk position is one of three that serve the City.  Accounting Clerks are expected to be able to perform and will have a mix of these essential functions along with other duties as assigned:

  1. Monitors various accounts. Conducts periodic reconciliation of multiple bank accounts, subsidiary ledgers, credit card usage; maintains records; researches and resolves discrepancies; reviews and corrects output; prepares and enters interest allocation journal entries.
  2. Manages and prepares invoices; oversees the process of approvals. Coordinates with various departments to ensure appropriate coding and compliance with company policies. Conducts follow-up on past due invoices and submits to collections when necessary.
  3. Receives and enters checks and over the counter and through phone transactions. Enters and/or receives receipts and posts fees and payments received from the public and other agencies; performs receipt import/reconciliation process; reviews for accuracy and timely receipt of all monies received; resolves receipting issues for all departments.
  4. Processes all aspects of payroll, from timesheet collection and review through finalization at the bank. 
  5. Receives all invoices and processes them for payment.  Reviews them for legitimacy, allowability, and completeness and notifies the appropriate staff if there is a discrepancy.  Ensures they have been reviewed, properly coded, and approved.  Generates the payment and remits it to the vendor. 
  6. Manages all aspects of field scheduling, the business licensing program, and inventory of City office supplies. Process pet licenses; send monthly recap to King County.
  7. Reconciles month-end and year-end subsidiary ledgers to reconcile to Munis.  Prepares accurate and timely reports, spreadsheets, etc., as requested; assists in the preparation of fiscal statements and reports, prepares and inputs data, and reconciles output.  
  8. Balances and prepares monthly reconciliation and remittance reports, expense reports, and cash reports; prepares and edits input and output of fiscal data and makes corrections as required to maintain the integrity of reports and files.
  9. Reviews employee travel vouchers for completeness; reviews and totals daily cash receipts, maintains cash ledgers and journals, and prepares bank deposits.
  10. Performs receptionist duties, such as receiving calls, greeting visitors, and providing information and assistance by routing calls to appropriate individuals or departments; takes messages and responds to routine inquiries; and processes and distributes incoming and outgoing mail according to established procedures.
  11. Provides support and researches issues for the Senior Accountant, Contract and Procurement Manager, and Finance Director.
  12. Maintains Standard Operating Procedures for job duties specific to the areas of responsibility.

Education and Experience

Associate’s degree in Accounting and two years of experience in accounting functions, or an equivalent combination of education and experience. Experience in government accounting and with the Budgeting, Accounting, Reporting, System (BARS) preferred. Must possess a valid Washington State driver’s license or other acceptable official identification.
