The Network Engineer is responsible for the design, implementation, security, and effective operation, of the City's computer and telecommunication networks including software and hardware supporting business applications and linking the City's various departments and facilities. This includes LAN, WAN connections to other agencies and service providers, Microsoft Azure, wired and wireless networks. The Network Engineer is also responsible for infrastructure layer applications such as the City’s email system.




  • Designs the City’s telecommunications networks including LAN, WAN, voice, wireless and virtual networks using fiber, CAT6, wireless access points or virtual technologies. This includes but is not limited to, public and private networks, the interfaces between those networks (for example, to support field access to public networks), and interfaces with other agencies such as the state and other local cities. Includes appropriate network management software. Also includes Private LAN connections for cloud computing resources or site to site, utilizing IPSEC and/or Q-in-Q.
  • Manages network software and hardware licensing and support contracts and vendor relationships.Proactively monitors the network for performance and designs, costs, and recommends upgrades and changes.
  • Recommends and enforces information technology security policies in all aspects of computing, telecommunications, and networks.
  • Maintains the overall effective operation and security of the City's telecommunication systems (VoIP, voice mail, ACD queues, E911 information, Unified Messaging).
  • In conjunction with the Applications division, recommends and manages standard server and storage configurations to support business applications.
  • Manages and protects the City’s data resources through storage management and backup and recovery practices.
  • Manages, maintains and monitors the City’s resources in Microsoft Azure.
  • Maintains detailed, up-to-date documentation of system configurations, management procedures, problem fixes, vendor support contacts/procedures and disaster recovery procedures.
  • Ensures that system capacities are continually monitored. Recommends and implements solutions to ensure minimum delay and effective operation for system users.
  • Executes and validates all central file backups to ensure effective disaster recovery, manages on- and off-site archives, establishes and manages maintenance and job scheduling, and maintains supply inventories.
  • Researches and maintains knowledge of current network computing technologies to ensure the City's awareness of state-of-the art network and telecommunication systems. Assists the IT Management Team in planning for future acquisitions and upgrades to equipment and software. Principally plans and designs network infrastructure and present for approval to the Division Manager.
  • Works closely with the Desktop System Analyst to ensure that desktop software and hardware standards work well with Network software and hardware standards.
  • Reviews, tests and determines whether network systems, telecommunications equipment, and various components meet City standards for quality, security and network compatibility. Recommends changes to address standards issues.
  • Ensures that responsible Information Technology Department staff are adequately trained on the essential procedures and activities of this position to provide adequate coverage in the event of the absence of the incumbent. Ensures that user network and telecommunication system training methods and documentation are kept current.
  • Oversees vendors assigned to support network and telecommunication systems, placing trouble calls, managing vendor on-site activities, and ensuring that vendor support is effectively provided to maintain system usefulness and efficient operations.
  • Serves as an escalation point for all network and telecommunications issues.
  • Acts as technical resource in the City, School and Hospital regional fiber network.
  • Provides twenty-four hour on-call support as part of department on-call support rotation.
  • Ensures that network, server, and telecommunications software-licensing provisions are enforced in the organization and via system utilities, and that software license and central system hardware inventory records are kept accurate and up-to-date.
  • Assists the IT Management Team in the development of operation and CIP budget proposals for responsible areas. Responsibly monitors expenditures in responsible areas, advising the IT Management Team accordingly.
  • May act as project lead for various network and infrastructure projects which include(s)  staff from the Network and Operations division, Applications division, and/or external vendors and consultants.
  • Serves as backup to other department line staff to ensure the continuity of all services and support across systems and applications.
  • May direct the activities of the Network Analyst.
  • Performs other duties as assigned.


  • Comprehensive and current knowledge of network operating system and data communication capabilities and functions, particularly those of Unix and Windows in a multi-domain environment utilizing TCP/IP and Cisco router technology. Includes virtual server technology.
  • Comprehensive and current knowledge of storage management tools and practices, including network attached storage, storage area networks.
  • Comprehensive and current knowledge of the Cisco IOS for securely programming switches, routers, firewalls, remote access VPN appliances and wireless access points. Includes outdoor and mobile wireless technologies.
  • Comprehensive and current knowledge of PC operating systems such as Microsoft Windows, along with common utilities for PC diagnosis, database connectivity, print management, hard drive imaging, and scripted or application-based remote application deployment.
  • Knowledge of data and voice communication concepts, methods and security issues, including those of the Internet and VoIP telephony systems.
  • Knowledge of fiber network design.
  • Experience with scripting languages such as Microsoft Powershell, Python, related to managing and maintaining servers and network equipment.
  • Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, other Department staff, and vendors.
  • Strong written communication skills for composing documentation and corresponding with City employees and vendors.
  •  Excellent organization, time management, problem solving and planning skills.
  • Ability to use a wide variety of hand-tools, test equipment and diagnostic software for evacuating and repairing systems.
  • Knowledge of the functions of City departments, standard City office operations and procedures, and interdepartmental working relationships.
  • Ability and willingness to maintain the absolute confidentiality of all sensitive files and materials accessed, discussed or observed while in the performance of duties.
  • Willingness and ability to respond to call-outs in the evening, nights, and on weekends, including serving on a regular call rotation schedule.
  • Skill in training users in network use and on related software and hardware systems.

Education and Experience:

Bachelor's degree in Computer Science, Business or a closely related field; five years experience supporting, implementing and administering network computer systems utilizing server and data communication operating systems and protocols in Windows, Unix, TCP/IP and Cisco environments; Microsoft Certified System Engineer (MSCE) certification or Cisco Certified Network Associate (CCNA) preferred; working knowledge of telecommunication systems and concepts; or any combination of education and experience which provides the desired knowledge, skills and abilities to successfully perform the essential functions of the position.

Due to the level of security access required for this position, the incumbent will be required to pass a  background check and national fingerprint records check.

A current Washington State Drivers License free of frequent or serious violations.




Incumbent is typically required to reach, stand, walk, finger, talk, hear and perform activities requiring repetitive motions. Work is typically light work: Exerting up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of force greater than that for sedentary work and the worker sits most of the time, the job is rated as light work.
