Summary

The City of Bellevue is currently accepting applications for a regular 1.0 FTE, Senior Right of Way Technician.  This position performs review of submitted design/construction plans in order to establish conditions of use of the public right of way that preserve the integrity of the public right of way, assures non-exclusive use; and preserves the investment of the city and others in facilities already located in the right of way.



Essential Functions of the Job

  • Review project plans and specifications to assure that the information necessary to assure the preservation of the right of way and the protection of existing utilities has been provided per Right of Way Code and State/Federal law.  Establish the conditions under which the public rights of way may be used by the applicant.
  • Recommend approval / denial of the permit applications, set conditions and may be involved in some enforcement activities.
  • Enter necessary permit and related data into the city’s AMANDA permitting data system.
  • Act as a resource for citizens, customers and internal staff in the processing of Right of Way Use and Multi Use Permits. This includes explaining the permit application requirements, fees and applicable codes as necessary.  Attend and facilitate pre-application meetings to advise applicants in advance of submitting for a Right of Way Use Permit.  Respond both written and orally to citizen and customer inquiries and/or complaints regarding the Right of Way Permit System.
  • Perform field review when necessary, review building and construction plans to determine if they are in compliance with the policies, city codes and regulations established by the city, county and state.  Communicate any deficiencies to the permit applicant.
  • Periodically review and coordinate the updating of informational material published by the Right of Way Division.
  • Assist other departments whose projects include working in the right of way as part of their construction activity.
  • Primary permit staff contact for certain right of way activities such as wireless telecommunication sites and special utility project.
  • Act as one of the primary coordinators of new technology used by division/departmental staff including changes to the AMANDA system (i.e., Interactive Voice Response).
  • Develop reports in the AMANDA system as required.
  • Prepare new right of way leases at the time of permit issuance, including short-term construction-based leases and long-term commercial leases such as wireless telecommunications sites.  Additional tasks include periodic updates and maintenance of existing leases; monthly monitoring of existing leases, including account status and updates from Inspection staff regarding actual occupation of leased areas. Set up lease fee billing with appropriate parties and monitor leases through changes/cancellations.
  • Work with the Finance Division to keep them apprised of all changes in fees as well as cancellations.
  • Assist in the planning, coordination and facilitation of the Monthly Utility Coordination Meeting as necessary.

 

Supervision Received and Exercised

  • Works under the general supervision of Engineering Manager.

 

Education & Experience Requirements

  • Graduation from an accredited two-year college or university with a degree in engineering sciences or related field.
  • Five of more years of professional related experience in traffic operations or transportation capital project design and construction.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.

 

Knowledge, Skills and Abilities Requirements

  • Extensive knowledge of City street network; knowledge of traffic operations; basic understanding of traffic engineering studies, field data collection techniques, interview skills; knowledge of principles and practices of transportation project design process.
  • Ability to solve more complex and difficult permit application plan review issues accurately and consistently; ability to accurately record data and develop reports; ability to research policies and procedures and to respond to inquiries for information.
  • Knowledge of software programs and databases used by the City for traffic modeling and traffic operations; ability to develop and retrieve automated reports; ability to perform data entry as needed.
  • Basic knowledge of engineering design principles.
  • On-street construction environment experience would be an asset.
  • Knowledge of Crystal Reports and/or the City’s AMANDA permitting system is desired.
  • A valid Washington State Flagging Card is preferred.
