The City of Bellevue has one limited term (not to exceed 3 years) opening for an Assistant Land Use Professional.This position works as part of a motivated work team that reviews and processes small to mid-range, predominantly non discretionary projects with tight time frames involving familiar steps and known procedures and processes. The position reports to a Planning Manager. Typically the applicant seeks direction from senior staff when reviewing unfamiliar or more complex projects. The applicant pursues continuous development of independent decision making skills and is expected to negotiate solutions to development review issues in a collaborative manner. Develops and implements system improvements related to assigned body of land use professional project types.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Development Review predominantly focused on the short and mid timeframe discretionary and non-discretionary applications.
Reviews and interprets plans (site, landscaping, civil, clearing and grading)
Undertakes technical analysis of proposed projects, reviews recommendations with team and supervisor, communicates and negotiates revisions with applicants.
Conducts site visits/inspections and reviews applications for building and occupancy permits to ensure compliance with City Codes and permit conditions.
Coordinates review and application of code requirements with other development review staff within the City when necessary.
Provides substantive expertise to Code Compliance officers in support of the enforcement management procedures.
Policy analysis and process improvements:
Analyzes technical documents and information, summarizes data, draws conclusions and makes recommendations.
Analyzes existing procedures and recommends changes
Develops expertise with application of regulations and policies and provides the appropriate interpretation as it relates to planning.
Provides information on ordinances, codes, plans and regulations both in person and in writing to citizens, professionals, home-owners and others.
Prepares public information hand-out materials regarding projects for which an Assistant Planner is responsible.
Attends professional development workshops and conferences pertaining to land use, environmental review and planning.
EDUCATION AND EXPERIENCE REQUIREMENTS
Graduation from an accredited four-year college or university with a degree in 1) land-use planning, urban planning, landscape architecture, environmental studies, or a closely related field. or 2) a degree in an unrelated field and completion of an accredited professional planning certificate program.
Minimum: Related internship or other experience assisting in the development review process.
Preferred: One or more years of responsible related experience in any of the following: land use planning, developmental review, the development process, environmental planning or urban design.
Or any demonstrated combination of education and applicable experience which provides the applicant with the following Knowledge, Skills and Abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Fundamental understanding of applicable codes and policies used in predominantly nondiscretionary Land Use review
Comprehensive understanding of processes applicable to Assistant Planner project types.
Ability to read and interpret architectural, civil and landscape plans and documents
Produce clear written documents tailored to audience per division templates and professional standards with assistance from expert or senior staff when necessary
Communicate complete technical information in a direct and simple manner tailored to the audience
Communicate effectively with individuals and groups regarding diverse issues respectfully and honestly both verbally and in written form.
Write clear and concise reports and plans.
Participate in committees and public meetings and communicate ideas effectively.
Ability to manage workload to ensure meeting required timelines.
Provide exceptional customer service to citizens, developers, consultants and staff.
