Summary

Manages the Development Review Section within the Engineering Division in the Utilities Department that is responsible for assuring that all new development, both private and public, are in conformance with the Utilities code and engineering standards for Water, Sewer, and Storm.  Develops budget proposals and supports the DS financial model, monitors budget parameters and makes recommendations for resource adjustments to keep the budget balanced. Develops performance measures for workload, effectiveness and efficiency measures for the work of the section and as part of their role on the Permit Services Management Committee (PSMC). This position is responsible to assure the Utility codes and Engineering Standards as they related to development activity, are updated and in conformance with State and Federal Requirements as well as recommending changes or new policies. Responsible for developing new processes and standards needed in support of new regulations such as NPDES permit conditions and new technology. Manages consultant contracts. Serves as a community and project liaison to assure staff is meeting the Development Services Mission to facilitate appropriate and timely development — fast, predictable, One City and support of the DS High Performance Ideals.




Essential Duties and Responsibilities

Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:

  • Manages the Utilities Development Review Section; develops goals and performance measures; ensures that staff fully understands the goals and performance measures. Has a strong focus on continuous process improvement.
  • Manages and supervises staff of 6 full time development review professionals and periodic temporary employees; effectively recommends hiring and termination; conducts performance evaluations; assesses skills; makes assignments, provides for staff development and provides overall leadership to staff.
  • Participates on the Development Services Management Committee (PSMC) in a joint leadership role in the overall management and performance of the entire DS Review. Collaborates with other department and interdepartmental management staff to determine projects and priorities.
  • Prepares, manages and oversees the Utilities Development Review budget development and recommends budget proposals and provides input into the budget process. This includes working collaborative with other Development Services Departments to develop a coordinated city-wide Development Services budget.
  • Responsible for updating Utility codes, standard operating procedures and policies assuring they are in conformance with State and Federal requirements such as NPDEs permit conditions; as they relate to development activity.
  • Represents the department and act as spokesperson on various committees; before the public, elected officials, and commissions.
  • Acts as liaison with staff, other departments, agencies and community groups in the coordination of development projects and development of policy.
  • Oversees the selection and management of consultants to provide development review support.

 

Supervision Received and Exercised

  • Works under general supervision.
  • Exercises supervision over professional staff.

 

Education and Experience Requirements

  • Graduation from an accredited four-year college or university with a degree in Public Administration, Engineering or a related field. 
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • Five or more year of progressively responsible related experience in administering, monitoring, and/or developing utilities (water, wastewater and stormwater) development review policies and procedures, and regulations. 
  • Prior supervisory experience required.
