Inspects residential and commercial projects for the applicable construction codes while providing exceptional customer service to building owners, occupants, contractors, and the general public.  The City of Bellevue is seeking to fill at least one Limited Term position for this recruitment.

Essential Functions of the Job & Responsibilities

  • Performs technical inspections for residential and commercial projects to ensure compliance with the National Electrical codes and International Building, Residential, and Mechanical Codes, the Uniform Plumbing Code, Washington State Energy Code, Washington State Regulations for Barrier Free Facilities, and Bellevue Construction Code.
  • Reviews residential and commercial plans for conformance with applicable codes while providing a high level of customer service in working with designers, contractors, developers, homeowners, and citizens.
  • Demonstrates excellent communication and customer service skills.
  • Relays technical information and direction to owners, applicants, contractors and staff in a manner understandable to each by being able to tailor oral communication to the audience.
  • Responds to inquiries regarding compliance with electrical codes and the City's permit processing procedures.
  • Utilizes automated equipment routinely in communication and inspection procedures. Responsible for computer input of technical information associated with project review.
  • Implements enforcement procedures to correct violations under the direction of the Building Official or Code Compliance Manager, depending on the violation.
  • Is an effective team player and utilizes a collaborative decision-making style to resolve issues or conflicts in a timely manner.
  • Involved in frequent interactions with developers, architects, engineers and contractors regarding code compliance for proposed projects and projects currently under construction. Uses a constructive problem-solving approach to resolve conflicts.
  • Works with a number of City departments and other inspection staff to coordinate Certificate of Occupancy process, identify issues, and resolve conflicts to assure a timely and clear city decision.
  • Actively participates in the development, refinement and management of inspection, review and code implementation procedures.
  • Uses effective oral and written communication skills.
  • Prepares written work products, such as correction notices or other correspondence to property owners and contractors outlining necessary corrections required to assure code compliance for projects under construction.
  • Occasionally performs technical review of plans for commercial and residential structures and systems to assure compliance with the electrical codes, works with other department and city review staff to coordinate project review and resolve potential conflicts in code requirements to assure a timely review. Calculates permit and plan review fees.
  • Participates in department discussions concerning code interpretations.
  • Attends training to improve technical, interpersonal and communication skills.
  • Responds to inquiries from developers, architects engineers contractors and the general public regarding the City's requirements for development. Interprets codes, regulations and processes.
  • Attends preapplication and preconstruction conferences.
  • Mediates conflicts, elicits cooperation from others, offers persuasive arguments in support of the City's position.
  • Establishes and maintains effective working relationships with other employees, public and private officials, builders, designers, and the general public.
  • Analyzes complex issues and makes timely decisions under pressure.

Education & Experience Requirements

  • High school diploma or G.E.D. equivalent and a journey-level license in one or more building trades.
  • Five or more year of responsible related experience in construction trades. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • Commercial mechanical experience.
  • Mechanical inspection or journeyman mechanical fieldwork.
  • Must be able to analyze information, develop logical conclusions, and make recommendations within the framework of established policies and procedures.
  • Excellent verbal, written, and interpersonal communications skills.
  • Must be able to develop and maintain good working relationships with contractors, homeowners, coworkers, and management staff.
  • Must be able to prioritize and manage multiple work tasks.
  • Must be able to work in a fast-paced environment and meet established deadlines.
  • Must be able to deal effectively with sensitive projects and work with others in a team environment.
  • Must be able to respond diplomatically to angry clients.
  • Safe driving record and valid current Washington State driver's license.
  • *Candidates hired without ICC certification must obtain the required certification within one year of hire.
  • Construction Superintendent or journeyman level carpenter.
  • Combination building inspection.
  • *ICC and/or IAPMO certifications preferred.

Working Conditions & Physical Requirements

Ability to stand, walk, crawl, stoop, climb ladders, and endure inclement weather to safely inspect construction sites, and cannot be sensitive or allergic to common construction materials.

If this position is identified as a limited term, then the following definition applies: Hired for more than 9 months and no more than three years.  Employment status is exactly the same as regular employees and receives all the same benefits with three exceptions:

1) At-will for the duration of the limited term assignment.

2) Have a specific end date in which their employment with the City will terminate.

3) Ineligible for any form of layoff benefits and/or severance at termination.
