Summary

The City of Bellevue, WA is looking for a well-rounded, experienced .NET web application developer to build and maintain web and database applications.   Responsibilities include full end to end application development, on-going maintenance and troubleshooting, and technical project management.  Will work primarily on Agile teams with project managers, product owners and other developers.  Will work with customers to define and scope potential projects.  Must be comfortable working in both highly collaborative environments and in individual contributor roles.



TYPES OF PROJECTS

This position will participate in developing web based applications for internal city staff, external city visitors and citizens as well as for multijurisdictional use through projects for the eCityGov Alliance (www.ecitygov.net).  Examples of previously developed applications include nwmaps.net, govjobstoday.com, mybuildingpermit.com, myparksandrecreation.com, bellevuewa.gov/crmportal as well as many internal applications.

 

All applications focus on meeting our customers’ business needs and providing an easy to use experience for end users.  Projects range in size from having one developer work solely with the customer to gather requirements through design and coding the full application, up to working with a project manager and multiple developers on pieces of a larger project.

 

 

WORK ENVIRONMENT AND CULTURE

This position works with a group of 6-7 developers and a team lead within the IT department.  The team works closely with other IT groups such as system analysts, network services, database administrators as well as other interdepartmental groups.  The department encourages personal development, career growth and supports a positive work / life balance.  Developed applications often have a direct connection with the citizens and visitors of Bellevue who value the convenience provided by our applications.

RESPONSIBILITIES

 

§  Web Development – Work closely with customers (product owners, end users, etc.) to understand their business needs and develop requirements for new applications.  Develop detailed programming specifications, data models, application architectures, test plans and system documentation.  Provide high level technical expertise in design, development, programming, testing, and debugging.  Train users as needed.

 

§  Software Maintenance – Maintain, enhance and support existing web applications. Troubleshoot technical issues with existing applications and engage other expertise as needed to solve problems efficiently.  Develop system and user documentation.  Support database and web server administrator duties as needed.

 

§  Project Management – Able to independently manage projects as assigned, including estimating, planning and tracking progress.  Research and recommend improvements to current projects. 

 

 

QUALIFICATIONS
Knowledge and experience developing all tiers of web applications using a combination of technologies including ASP.NET, C#, VB.NET, ADO.NET, Web Services(ASMX,WCF),Javascript/jQuery AJAX, and XML, JSON, CSS, Visual Studio, MS SQL Server and Microsoft Team Foundation Server.  Familiarity with third party APIs and re-use of existing technologies a plus.  Experience with object oriented concepts and methods and rapid application development required.   Experience with Agile and SCRUM methodology preferred.  Ability to work on multiple projects simultaneously with strong desire to learn new skills and technologies. 

 

Strong customer service, organization, communication, problem solving, and interpersonal skills are a must.  Practiced in both web-based and non-web-based application development. Ability to keep software development skills current.  Well versed in various hardware, software, operating systems and databases.  Proven experience with conducting research, analyzing IT problems, project management and developing procedures. Thorough knowledge of all phases of the software development life cycle, including use case analysis, security threat assessment, activity diagrams, class and object models, test plans, release management, etc.

EDUCATION AND EXPERIENCE

·         Graduation from an accredited four-year college or university with a degree in computer science, or related technical field.

·         Five or more years of progressively responsible related experience in web and software application development.

·         Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.

·         MCAD or MCSD certification a plus.
