An Assistant City Attorney (Senior Attorney – Civil Division) provides consultation, advice and representation for assigned city departments and represents the City in civil litigation. Must have some relevant experience in the areas of law applicable to the City’s operation, such as: municipal, land use, real estate, contracting, transportation, utilities, public records and/or administrative law and have sufficient civil litigation experience to be able to take a lead role in representing the City. Should be a self-starter, highly motivated, capable of working effectively with multiple competing deadlines and multiple competing interests among clients, and be able to work independently with moderate supervision on most matters, with significant ability to work independently expected.   This is a limited term position to assist the City Attorney’s Office in managing significant workload demands driven by specific transportation projects that are expected to be completed over the next two years.  The successful candidate will be able to create capacity for other attorneys in the office by taking on advice and litigation matters as assigned, and related to demonstrated areas of expertise.


  • Analyze, evaluate, negotiate and litigate cases/matters in civil courts and before hearing examiners, boards and other types of tribunals; handle appeals before various courts/tribunals; research and draft legal documents, briefs, and appeals.
  • Advise assigned department or departments, employees and boards orally and in writing on appropriate legal interpretation of rules and laws that govern the conduct of business. 
  • Assist assigned departments in preparing resolutions and ordinances for adoption by the City Council.
  • Review public works, professional service and other contracts for assigned departments.


  • Admission to the Washington State Bar required.
  • Five or more years of experience involving legal advice and civil litigation relevant to the operation of a municipal government, or equivalent experience.


  • Knowledge of Washington and federal statutes relating to operation of municipal governments, and modern policies and practices of municipal law and public administration.
  • Ability to prepare and analyze comprehensive legal documents; ability to carry out assigned projects to their completion.
  • Communicate effectively verbally and in writing.
  • Establish and maintain effective working relationships with employees, the court system, and the general public.
