Surface Water Engineering Technician - (Limited Term) - City of Bellevue ( Job # 13-0056)

Performs a system inventory of all new drainage facilities acquired through the recent Eastgate annexation including catch basins, vaults, tanks, ponds and stream segments.  Works with Utility Engineering to provide field mapping data necessary to develop accurate maps for modeling and maintenance purposes and conducts condition assessment of the existing system to identify and assist in prioritizing repair or replacement needs.  May be assigned to oversee small construction projects where immediate repairs are necessary for the system to function correctly.

Essential duties and responsibilities


  • Develop field maps of all pipes and drainage structures including elevation data for modeling purposes. 
  • Research easements of pipes and drainage structures on private properties to determine maintenance responsibilities. 
  • Review, scan and file all plans and other available documents provided by King County during the transfer to determine maintenance responsibilities and maintenance history.
  • Work with Engineering to obtain other information necessary for development of asset numbers and specifications.


  • Work with other Storm & Surface Water staff to inspect all drainage structures to determine cleaning and maintenance needs; both immediate and long term.
  • Create maintenance repair work orders, prioritize and work with the Crew Leader/Superintendent to request staff as necessary.
  • Identify problematic areas that need to be added to the routine surveillance list, determine maintenance needs/schedule and work with the existing Storm SET to add the necessary information. 
  • Work with Water Quality staff to determine areas of potential illicit discharge and provide data to staff for follow up.

Condition Assessment

  • Visually inspect all pipes and culverts to estimate potential problem areas and record observations for follow up with Closed Circuit Television (CCTV).
  • CCTV a portion of the system based on visual results.  Review results and prioritize repairs as necessary.


  • Works under the general supervision of the Storm & Surface Water Superintendent and/or Senior Engineering Technician.
  • May work independently with staff from Operations and Maintenance as well as staff from Engineering.  Is expected to maintain their own schedule and report to the Superintendent and/or SET on a regular basis to provide progress updates.
  • May oversee contractors.
  • May provide technical assistance to Storm staff.

Education and Experience

  • College level coursework or graduation from an accredited two year university with a degree in drafting, engineering science, project management or related field.
  • Two or more years of progressive experience with piped utilities, direct experience with Storm and Surface Water systems desired.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.

Knowledge, Skills and Abilities

  • Ability to work independently and manage workloads efficiently and effectively to meet project deadlines.
  • Ability to recognize problems within the drainage system and solve complex problems to determine accurate and appropriate repairs.
  • Knowledge of natural stream systems and identification of illicit discharges.
  • Knowledge of NPDES permit requirements.
  • Knowledge of software programs and databases used by City staff for asset management, work order tracking and mapping purposes. (Maximo, Mapshot/Mapster & GIS)
  • Basic knowledge of engineering principles related to drainage systems and ability to read and review construction plans and as-builts.

Physical demands

  • Work involves walking, talking, hearing and using hands to handle, feel or operate objects, tools, or controls, and reaching with hands and arms.  Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
  • The employee may be required to push, pull, lift, and/or carry up to 40 pounds.
  • The noise level in the work environment is usually moderately quiet with occasional exposure to machinery.
  • Work may routinely require the employee to climb, balance, bend, stoop, kneel and crouch.
