Summary

The City of Bellevue Utilities Department is responsible for providing water, wastewater, storm drainage, and solid waste services for the City of Bellevue residents. The City of Bellevue Utilities Department is currently recruiting for a Sr. Business Process Analyst. This position provides business process consultancy and project management support to the Utilities. The position is part of the Corporate Strategy Group (CSG) and will be supervised by the CSG lead. CSG serves as the consulting arm of the Utilities Department and supports the Department through managing projects related to innovation and process improvement, corporate strategy development and implementation, workforce development, corporate communication. This position also provides project management support for department wide programs such as performance management, APWA accreditation, grant coordination and standard operating procedures development. The successful candidate will have a sound background in business line consultancy, process improvement, research, data analysis, project management, program evaluation, as well as organizational development.



ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Independently manages variety of projects for the department including complex process improvement, accreditation, strategic planning, strategy implementation, performance management and other projects with department wide impact. Responsible /accountable for seeing projects from conception to implementation. Develops project scope and schedule, and makes recommendations for team composition. Responsible for coordination with organizations outside the department, and if necessary, with agencies outside the City of Bellevue. Develops requests for proposals, assist with managing contracts and budgets related to projects. Responsible for developing project reports, communications and delivering project presentations to the entire department. Leads project meetings, develops agendas, ensures outcomes, meets all project goals and expectations.
  • Conducts in-depth qualitative and quantitative research and makes recommendations for policy changes and implementation of business plans for the department. Outlines issues, costs, risks and potential impacts to the department along with recommendations for next steps and presents them to the department leadership. Consults with staff from other governmental agencies, professional organizations and conducts independent research and analysis to identify best practices and incorporate lessons learned.
  • Assists with department-wide projects such as professional development and standard operating procedures, grant programs, accreditation, and other business line ventures. Communicates project issues with manager and department leadership and makes recommendations for solutions.
  • Provides detailed technical guidance to employees in multifunction teams, and understands how to influence behavior to achieve outcomes. Prepares and presents information to a variety of audiences including department leadership, staff, and staff city-wide.  Develops and delivers training.

 

SUPERVISION RECEIVED AND EXERCISED

  • This position receives limited supervision over projects tasks execution. The positions supervisor will play a substantial role in setting the objectives and priorities of the job.
  • No formal supervisory responsibilities but may lead or direct the work of project team members as appropriate.

EDUCATION AND EXPERIENCE REQUIRMENTS

  • Graduation from an accredited four year college with a Bachelor’s degree in Business, Public Administration, or related field.
  • Five or more years of relevant advanced-professional level experience leading process improvement efforts using advanced qualitative and quantitative statistical analysis, business systems analysis, business process modeling, and evaluation of departmental business lines and service delivery systems.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.

 

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

  • Extensive knowledge, skills and abilities in conducting extensive qualitative research, organizational analysis, and technical writing.
  • Knowledge of the principles and practices analyzing business service delivery systems or business lines, budgets, personnel and resources.
  • Knowledge of project management, cost-benefit analysis, project planning, scheduling monitoring, and problem solving.
  • Knowledge of process improvement methodologies (e.g., Lean Six Sigma).
  • Knowledge of and the ability to conduct complex research organizational studies. Ability to analyze processes and issues, and develop recommendations for improvement or resolution.
  • Knowledge of and skills in interpreting and applying federal, state, and local laws and regulations relative to department business lines.
  • Knowledge of application of theoretical or scientific discipline, including the underlying principles involved as opposed to practices (e.g., business analysis principles as opposed to business analysis practices), working with equivalent levels of difficulty / abstraction in specialized / technical disciplines.
  • Skill in organization and planning with the ability to successfully meet deadlines in a fast pace, driven environment.
  • Skill in analyzing multiple levels of complex data and synthesizing concepts for presentation to executive level personnel.
  • Skill in making presentations to small and large audiences using effective public speaking techniques.
  • Skill in building relationships with diverse and sometimes opposing parties to develop bridges for understanding and collaboration. Interacting with other professionals and executives on matters of significant importance.
  • Skills in preparing reports and delivering persuasive, succinct presentations.
  • Ability to establish and maintain effective working relationships and elicit cooperation through the collaboration of stakeholders to achieve desired outcome.
  • Ability to conduct operational and organizational studies on business units; analyze structure and flow of work through unit and recommends changes to improve operations; provide consultation to business unit management to determine solutions to business problems.
  • Ability to facilitate diverse work groups to achieve program objectives.
  • Ability to work competently in all phases of business analysis activities.
