Transportation Right of Way Engineer - City of Bellevue ( Job # 13-0070)

Performs and reviews complex and professional engineering work related to transportation projects, development proposals, and traffic operations programs in order to establish conditions of use of the public right of way that preserve the integrity of the public right of way, assures non-exclusive use; and preserves the investment of the city and other facilities already located in the right of way.  Facilitates problem solving of complex right of way issues and problems.


Essential Job Duties and Responsibilities

  • Reviews complex commercial and private developer plans/permits for use and/or impacts to the rights of way.
  • Reviews project plans for conformance to codes, regulations, standards and project objectives; works with other Right of Way staff in the implementation of the Right of Way Code and ensuring compliance with the Manual of Uniform Traffic Control Device (MUTCD) in the review of complex traffic control plans.
  • Leads/facilitates commercial and large franchise utilities right of way preconstruction meetings.
  • Leads or assists in solving right of way challenges that arise during permit review and/or construction. 
  • Provides engineering expertise to resolve complex traffic control situations and when requested by right of way technicians.
  • Coordinates private utility work with public works projects to ensure projects are completed in a timely manner, city assets are preserved, engineering standards are not compromised, city codes are met, and impacts to the public are minimized.
  • Acts as a resource for citizens, customers and internal staff in the processing of Right of Way Use and Multi Use Permits. This includes explaining the permit application requirements, fees and applicable codes as necessary.  Attends and facilitates pre-application meetings to advise applicants in advance of submitting for a Right of Way Use Permit.  Responds both written and orally to citizen and customer inquiries and/or complaints regarding the Right of Way Permit System.
  • Participates and provides ongoing process improvement input to ensure work is being done effectively and efficiently in Right of Way (i.e., permit review process, permit issuance process, communication process, etc.).
  • Prepares new right of way leases at the time of permit issuance, including short-term construction-based leases and long-term commercial leases such as wireless telecommunications sites. 
  • Facilitates/leads the Monthly Utility Coordination Meeting as necessary.
  • Represents Right of Way on department/citywide committees or discussions assigned by Manager.
  • Attends night meetings to address ROW issues (i.e., Community meetings, Council meetings, Transportation initiated meetings, etc.).


Supervision Received and Exercised

  • Works under the general supervision of the Engineering Manager.


Education and Experience Requirements

  • Graduation from an accredited four-year college with a degree in civil engineering or other related field.
  • Five or more years of professional related experience in traffic operations and/or transportation design and construction.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.


Knowledge, Skills and Abilities Requirements

  • Extensive knowledge of city street network; knowledge of traffic operations; basic understanding of traffic engineering studies, field data collection techniques, interview skills; knowledge of principles and practices of transportation project design process.
  • Ability to facilitate and solve complex and difficult right of way permit application plan review issues; ability to research policies and procedures and to respond to inquiries for information.
  • Knowledge of Crystal Reports and/or the City’s AMANDA permitting system is desired.
  • Knowledge of engineering design principles.
  • On-street construction environment experience would be an asset.
  • A valid Washington State Flagging Card or a Certified Traffic Control Supervisor is preferred.
