The City of Bellevue Development Services Department is currently accepting applications for an Assistant Director for our Business Services Division.
The Assistant Director of Business Services directs major functional areas including (budget development and monitoring, permit processing, financial and development activity forecasting, performance management, administrative services, and technology and systems management.
The position performs highly responsible administrative and complex technical work, assisting the Director and senior staff from other departments in the leadership and management of all aspects of the Development Services line of business. The Assistant Director also provides direction and leadership to the Business Services Division staff.
Essential Duties and Responsibilities
The Assistant Director oversees the Business Services Division which delivers financial, performance management, customer service, and permit systems management for the Development Services line of business.
This position prepares realistic and fiscally sound budgets to enable Development Services to achieve its objectives and ensures that programs or divisions function within budget appropriations. Responsibilities include financial forecasting, budget monitoring, rate studies, and rate setting.
The Assistant Director monitors performance of permit and inspection systems, identifies performance gaps, and recommends system changes or resource changes needed to sustain or improve performance.
Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates development services activities with other departments.
This position presents material to City Council, City Manager and community groups.
Provides leadership and direction to division staff; ensures resolution of problems.
This position facilitates administrative support to the Development Services Management Team in any and all phases of development services including maintaining and promulgating department rules and policies in accordance with City policy.
This position supervises staff in the areas of training, mentoring, teamwork, hiring and labor relations.
Directs, motivates and evaluates division personnel to help (1) achieve their individual goals; (2) collectively achieve the department’s mission; and (3) lead employees to growth and accountability for their actions.
The Assistant Director recruits and retains qualified personnel consistent with applicable laws, regulations and procedures.
This position establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
This position may serve as Acting Director in the absence of the Development Services Director.
Supervision Received and Exercised
Works under the general supervision of the Director of the Development Services Department.
Exercises supervision over professional, technical, and support staff, either directly or through supervisors, as assigned.
Education & Experience Requirements
Graduation from an accredited four-year college or university with a degree in business or public administration or related field; MBA or MPA is preferred.
Experience in financial management, program performance management, and general administration required along with significant supervisory responsibility for professional and support staff.
Five or more years of progressively responsible management level experience in program and personnel management, or any equivalent combination of education, experience and training providing the required knowledge, skills, and abilities.

Ability to communicate effectively, both oral and in writing; ability to negotiate effectively with employees, other business units and departments, outside agencies and the general public.
Ability to plan, organize and monitor activities according to priorities, established schedules, and deadlines.
Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to Development Services goals.
Skill in identifying emerging issues, developing and implementing new approaches and/or refining the organizational structure to generate desired results as efficiently as possible.
Ability to anticipate and resolve problems before a crisis ensues.
Ability to make prompt decisions on complex matters and make evaluations concerning day-to-day operations.
