Engineering Technician - Natural Resources Division - City of Redmond ( Job # 13-0045)

The City of Redmond is in search of an innovative person who shares the City’s commitment and passion for the environment to join our team. This position resides in the Engineering Section of the Natural Resources Division and is charged with providing technical support to  Natural Resources staff, including: performing mapping and GIS; maintaining and updating stormwater billing information (which provides funding for the City’s Stormwater Utility), including impervious surface coverage, stormwater credits, and owner information; functioning as the main contact for answering and resolving stormwater billing questions; and providing education on the Stormwater Utility to customers. This position also works with the Senior Engineering Technician to assist Natural Resources staff with a variety of projects, including: education, outreach, technical research, mapping, data analysis, database maintenance, and field work involving groundwater, stormwater, and stream and habitat restoration.

Essential Duties:

Duties include but are not limited to:

  • Use ArcGIS to map and update impervious areas, tree canopy, and other stormwater and natural features from aerials
  • Track, maintain and update GIS data and various database applications, including stormwater billing information and regional stormwater facilities usage
  • Organize and maintain electronic files and transaction records
  • Calculate and submit stormwater billing to Finance
  • Provide information to and respond to questions and inquiries from customers, contractors, property owners, City staff, and the general public verbally and in writing
  • Educate the public about stormwater fees, calculations, ordinances, and the Natural Resources Division and Stormwater Utility programs
  • Prepare reports, and use GIS to provide maps, data and analysis for staff as needed
  • Assist division staff with ongoing and special projects
  • Conduct research, compile information, collect data and assist in preparing reports
  • Prepare visual materials for City Council, citizen meetings or others as needed
  • Track and document usage of on-call engineering contracts   

Knowledge of and Skill in: 

  • Database, and mapping software such as MS Excel, MS Access, GIS, and ArcMap (EQuIS or SQL Server software a bonus)
  • GIS/Computer Aided Design (CAD)
  • Conducting research and preparing, organizing, and maintaining records, spreadsheets, files, and relational databases
  • MS Office software
  • Reading and evaluating maps, deeds, plats, and tax lot information; engineering plans, drainage reports, record drawings, and other engineering documents
  • Customer service and dealing with difficult customers
  • Analyzing data for quality assurance/quality control
  • Writing reports, letters, memos, and other business correspondence

Ability to: 

  • Communicate persuasively and courteously with City Staff, the general public and other agencies
  • Communicate clearly and concisely, both orally and in writing
  • Explain technical information to a non-technical audience
  • Perform: report preparation, data collection, mapping, routine engineering calculations, drafting and maintaining project records, or related technical engineering assignments

Education and Experience:

College-level course work or graduation from an accredited college or university with an Associate’s degree in drafting, engineering sciences, environmental science, GIS, or related field, and four (4) years of experience in an engineering technician related field. Equivalent combinations of education and experience will be considered.

Licenses and Requirements:

Valid Washington State Driver’s License and a driving record that meets city standards.

Working Conditions:

Work is performed indoors and outdoors. Outdoor work consists of field inspections that can expose the employee to inclement weather and the hazards of a construction site or traffic, and requires climbing, bending, stooping, kneeling, crawling, and the ability to maneuver on uneven terrain. Indoor work consists of using a computer and requires the incumbent to sit for potentially long periods of time. Some lifting may be required.
