The City of Bellevue Transportation Department is looking for two transportation engineers to work in its Traffic Engineering division.  These openings are a great opportunity for a skilled, self-motivated engineer to contribute to all aspects of traffic operations and work in a team setting.  The Traffic Engineering division operates advanced and progressive systems including traffic adaptive signals, solid state street lighting, and systematic evaluation of traffic accidents, safety needs, pedestrian crossings, and guardrail installations.  The division has an established ITS program, and is influential in the selection and design of capital and land development projects.  Candidates need strong communication and team skills, and a desire to expand their own abilities to help the division meet the city’s growing traffic management needs.  

The Senior Transportation Engineer will have the ability to review traffic signal, street lighting, and channelization/signing plans, and the ability and desire to learn and contribute to the operation and maintenance of the city’s ITS systems.

The Transportation Engineer will not necessarily have broad experience or professional license, but will have an understanding of traffic operations, demonstrate excellent leadership and skill development potential, and a keen interest to grow in the traffic engineering field through work experience and mentorship.  The Senior Transportation Engineer is differentiated by the level of experience, license, and complexity of projects and decision making.  

Senior Transportation Engineer:

Minimum: $6,554.59/Monthly / Maximum: $9,047.26/Monthly

Transportation Engineer:

Minimum: $5,649.49/Monthly / Maximum: $7,794.81/Monthly

Essential Functions of the Job

Candidates should demonstrate proficiency in many of the following responsibilities, with the ability to become proficient in others with additional experience and mentorship:

  • Independently review traffic signal, street lighting, channelization, signing, and ITS design plans and specs to support various capital improvement and developer projects.
  • Learn and assist in the operation and maintenance of various ITS functions including traffic adaptive signals, Ethernet communications, and traffic cameras.  
  • Implement, monitor, and adjust traffic signal timing. 
  • Staff project teams for various capital and planning projects to provide traffic engineering support.  
  • Investigate traffic operation concerns by applying engineering judgment and existing policies/standards. Provide appropriate written/oral response.    
  • Lead/assist in various programs including accident reduction, mid-block crosswalks, and guardrail.  Lead/assist in the development of new programs to meet emerging needs.
  • Use AutoCAD to develop alternatives, concepts, and plans for channelization and other roadway design elements such as signs, curb ramps, and signals. 
  • Use micro simulation models for development of initial signal timing plans and evaluation of traffic impacts associated with projects and land development.
  • Implement spot improvement projects and lead all aspects of project implementation including design, plans/specs/estimates, public involvement and construction. 
  • Staff the Traffic Management Center for special traffic events.  
  • Design and evaluate street lighting for arterial and residential streets including design parameters, review, modeling, and coordination with PSE as necessary.
  • Coordinate with other agencies and interdepartmentally on various traffic related issues.   
  • Lead/assist in maintenance of standard drawings, specifications, and shop drawings.


Education & Experience Requirements

  • Graduation from an accredited four-year college or university with a bachelor’s degree in civil or electrical engineering.  Degrees in other closely related fields may be considered.

Senior Transportation Engineer:

  •  Five or more years of professional experience in transportation or traffic engineering.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
  • Washington State Professional Civil Engineering license.  Ability to obtain within one year considered.

Transportation Engineer:

  • Two or more years of professional experience in transportation or traffic engineering.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
  • Washington State Engineer in Training certification.  Ability to obtain within one year considered. 


Supervision Received and Exercised

  • Works under the general supervision of the Engineering Manager.  May work under the leadership of the ITS Manager or Senior Engineer for skill development in certain areas as appropriate.   


Additional Qualification Criteria

  • Knowledge of traffic signal, street lighting, channelization, and sign design and/or operation.
  • Knowledge of the MUTCD as it relates to traffic signals, signing, and pavement markings.
  • Knowledge of transportation engineering principles, practices and methods.
  • Ability to write engineering studies to support and justify engineering decisions and design deviations.
  • Ability to design and write specifications for traffic engineering projects.
  • Ability to conduct necessary engineering research and compile comprehensive reports.
  • Ability to use software, databases and spreadsheet programs utilized by the City.
  • Ability to communicate effectively both orally and in writing; including complex information of a technical nature in understandable and concise ways.
  • Ability to apply sound engineering judgment under stressful situations to develop recommendations and make decisions.
  • Ability to manage and advance multiple projects and issues toward completion.
  • Good understanding of liability issues as related to traffic operations and design.
