Summary

This position reports to the Urban Design Planning Manager and requires the candidate participate on a work team that focuses on architectural, landscape and urban design issues through application of the Land Use Code.  The range of planning tasks includes successfully managing multiple projects such as design review, planned unit development, conditional use, and subdivision, and providing public information on the Land Use Code and SEPA, Sign Code, and Comprehensive Plan.  Knowledge of architectural design, building construction, and land use planning is required to analyze complex residential, mixed use, commercial, and institutional proposals.  In the course of work, an Urban Design Planner collaborates with the city’s transportation, utility, building/inspection, fire, and clear and grade staff to fully apply city regulations and standards as well as with individuals and groups representing diverse interests, including: owners, developers, builders, designers, architects, landscape architects, neighborhood representatives, neighbors, and other interested parties.



ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties and responsibilities commensurate with assigned functional area may include any combination of the following tasks:

Development Review and Management

  • Reviews and approves discretionary applications of all types as well as follow-up construction permits for compliance with City and other environmental and land use regulations.
  • Makes recommendations on quasi-judicial projects to the Hearing Examiner. 
  • Uses technical expertise to advise staff in resolving land use and environmental issues.
  • Conducts pre-application conferences and other predevelopment client service.
  • Serves as a project manager responsible for ensuring timelines and client satisfaction for a large array of application types.
  • Attends and conducts public meetings on land use actions, and presents technical material to citizens groups, commissions and the City Council.  
  • Participates in Development Services process and policy improvements.

Policy analysis and code development:

  • Organizes and performs original research and preparation of written findings and recommendations for land use code or policy development.  
  • Works closely with senior management on policy development issues.
  • Makes oral and visual presentations on policy matters affecting the division or the City before a variety of internal audiences, the Planning Commission and City Council.
  • Takes important role in development of land use and environmental ordinances

Public information:

  • Provides official responses to inquiry from local, State and Federal entities
  •  Makes presentations to Boards and Commissions, community groups and private organizations
  • Assists visitors in the Development Services Center with general information about land use, environmental, and other regulations under the authority of the Land Use Division.
  • Participates in writing and production of public information materials. 

EDUCATION AND EXPERIENCE REQUIREMENTS
Graduation from an accredited four-year college or university with a degree in architecture, urban planning, urban design, landscape architecture.

Minimum: Three or more years of professional experience reviewing development proposals for compliance with land use code and environmental regulations or  in  private practice applying land use, environmental and building regulations in project design.  

Preferred:

  • Four or more years of the professional or related experience described above.
  • Master’s Degree in Urban Planning, Architecture, Landscape Architecture, or related field.
  • Demonstrated experience in making presentations to large and small audiences, such as   boards and commissions.
  • Experience working on cross-disciplinary teams.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Skills include;

  • The ability to communicate planning and architectural concepts clearly, and concisely – orally, graphically, and in writing.
  • Perform more specialized and complex planning assignments such as code and design guideline development. 
  • Serve as  project manager on complex development review projects cases or significant technical planning studies.
  • Ability to independently interpret adopted guidelines and policies and negotiate design outcomes that achieve them.
  • Code and policy conflict identification and resolution.
  • Strong analytical skills and ability to communicate methodology and results.
  • Microsoft Office software to prepare documents and spreadsheets.

Knowledge of:

  • Principles, practices, regulations, and techniques in the field of land use, architecture and urban design or environmental planning as they pertain to current planning and development review.
  • Local government and political decision-making processes.

Ability to:

  • Communicate effectively with individuals and groups regarding complex or controversial land use and planning policies or regulations.
  • Organize and participate in committees and public meetings and communicate ideas effectively.
  • Establish and maintain effective working relationships with elected and appointed officials, staff of other departments, work groups, agencies, and the community.
  • Ability to manage review team to ensure meeting required timelines.
  • Provide exceptional customer service to citizens, developers, consultants and staff.
  • Ability to manage multiple projects within an open office environment and to quickly reprioritize as needed.
