This position is responsible for timekeeping and preparing other payroll information for all Fire Department employees.  An individual in this position acts as a problem identification and resolution resource, answering questions, providing guidance, troubleshooting payroll and leave issues and following up with managers, employees and representatives from other departments.  In addition the position is also responsible for maintaining information and data in the department’s scheduling system, assisting other staff in the use of the system and preparing a wide variety of regular and ad hoc reports for management staff.

Individuals assigned to this position are expected to: show professional conduct, be attentive to detail, demonstrate a high degree of accuracy, handle work flow consistently and efficiently, meet deadlines, follow through, keep work organized and easily accessible, think independently and problem solve, work with employees at all levels of the organization in dealing with payroll issues, be discrete and confidential in handling job responsibilities.

Essential Job Duties

  • Maintain knowledge and understanding of shift assignments, shift schedules, and union contact provisions relating to work hours and pay.
  • Review all department time records to ensure they are accurate, complete and in compliance with applicable union contracts, policies and procedures.
  • Assists in the operation and administration of the department’s scheduling system.
  • Assist/train new and existing employees in the use of the department’s scheduling system.
  • Prepare and submit timekeeping and other payroll information for all Fire Department employees for the twice monthly payroll.
  • Prepares, maintains and update systems data and produces reports; reviews data for accuracy; and researches questionable entries and initiates corrective measures to resolve any problems.
  • Coordinates, documents and tracks pertinent data to meet department reporting needs.
  • Assist managers and employees in scheduling annual leave time(vacations, holidays and other compensatory time)
  • Complete regular reconciliations of leave time for all employees and communicate discrepancies to supervisors.
  • Maintain confidential records for all personnel.
  • Assist managers in reporting personnel related information to other city departments.
  • Prepare department reimbursement requests outside activities.
  • Promptly respond to requests for labor, wage and benefit information from employees, managers, other city departments and individuals outside the city.

Education and Experience

  • High school diploma or equivalent, and four (4) years of progressively responsible related work experience (required)
  • Two (2) years work experience in payroll processing using an automated payroll system (required) (Fire service experience desired).
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities.


Knowledge, Skills and Abilities

  • Knowledge of automated payroll systems, general accounting practices and procedures, applicable laws, codes and regulations, and general auditing functions.
  • Knowledge of fire service payroll practices and methods, union wages, and labor-management agreements.
  • Knowledge of federal and state employee leave policies (e.g. Family Medical Leave Act (FMLA) and Family Care Act (FCA)).
  • Ability to communicate clearly and concisely, both verbally and in writing.
  • Ability to maintain a high level of accuracy and be detail oriented.
  • Ability to effectively handle confidential, difficult and sensitive issues by using tact, and diplomacy.
  • Excellent interpersonal skills including the ability to build and maintain effective team relationships with co-workers, department management, and other city staff.
  • Ability to anticipate, analyze, diagnose, and problem solve.
  • Effective organizational skills.  Ability to manage time, multiple projects and priorities with minimal supervision.
  • Must be proficient in modern office systems and technology including personal computers and related software (at a minimum MS Word, Excel, Outlook, and similar programs) and common office equipment.
  • Proficient skill and ability to read, comprehend, analyze, balance, and reconcile accounting and payroll records and to prepare accurate and clear accounting records, worksheets, charts, and reports.
  • Proficient skill and ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions, and decimals, and to compute percentage rates and other calculations as applied to basic payroll and accounting functions.
  • Ability to work under stressful conditions with various personality types and expectations.
