The City of Bellevue, WA is currently accepting on-line applications for one full-time, regular status Technical Specialist in the Surface Water Section of the Utilities Department. Persons assigned to this position are expected to regularly demonstrate a skill and knowledge level in the specialization that affords him or her status of technical expert. This position provides technical expertise for operating, monitoring, maintaining, and repairing storm and surface water components/programs throughout the City.  Persons with this expertise will be required to be knowledgeable and regularly utilize and follow the Storm and Surface Water Codes and Standards and related city policies and procedures. This individual will be a primary contact for both internal and external customers regarding drainage related issues.

An employee assigned to this position will work as part of a team in the office and in the field and is responsible for making decisions requiring sound judgment and technical knowledge. This position is required to respond to emergencies on a 24 hour basis and have regular work hours of 7:00 am – 3:30pm.

Essential Functions of the Job

  • Main point of contact for Surface Water for both internal and external customers.
  • Assist in permit applications, development review, pavement overlay inspections, and video assessment for the asset management program.
  • Participate in the Department’s asset management program
  • Read and interpret NPDES Permit requirements related to maintenance programs.
  • Update maps of city drainage system.
  • Under direction, regulate regional detention facility gate operations for storm events and seasonal settings.
  • Supports city-wide West Nile Virus program.
  • Performs electro fishing and fish exclusion for stream work
  • Coordinate various work tasks with hired drainage contractors and consultants, as well as review progress and billing reports.
  • Work in emergency response in supporting all sections before, during, and after City or Department emergency events.
  • Provide technical advice and guidance to members of the Surface Water Crew
  • Works under the general supervision of the Storm and Surface Water Superintendant
  • Ability to work with minimal supervision, and the ability to work independently and as a team member.

Education and Experience Requirements

  • High school diploma or a GED equivalent
  • One or more years of specialized training and/or experience.  Examples include: Basic hydraulics, basic electrical, telemetry, automatic control valves, cross-connection control and confined space entry
  • Must be able to obtain within six months a Certified Erosion and Sediment Control Lead (CESCL) training certification
  • Must be able to obtain a WA Flagger’s Certificate within six months of employment.
  • This position requires the use of a City vehicle on City business. Individuals must have a current Washington State Driver’s license, be physically capable of operating the vehicle and have an acceptable driving record (see city standard). Proof required at the time of an interview.
  • Must be able to obtain a Washington State Class A Commercial Driver’s License (CDL) with a tanker endorsement within six months of employment.
  • Selected candidates must pass a pre-employment drug and alcohol test (consistent with Federal Laws requiring drug and alcohol testing for all job classifications requiring a CDL).
  • In-house applicants who do not currently possess a CDL will be subject to the pre-employment drug and alcohol test in accordance with DOT rules and regulations.

Additional Qualification Criteria

  • Working knowledge of common drainage systems related to hydraulics, and mechanical and electrical systems.
  • Working knowledge of standard computer software (e.g. spreadsheets, word processing), as well as hands on experience with a PC.
  • Capable of reading and interpreting engineering drainage plans as well as legal documents related to property easements.
  • Excellent verbal, written and interpersonal communications skills.
  • Eighteen months experience working with customers, citizens and contractors and staff
  • Eighteen months experience in municipal maintenance or general construction activities in Surface Water.
  • Eighteen months experience in municipal condition assessment program preferred
  • General knowledge and ability to interpret maps, drawings, and records
  • Proficient in general math, reading and writing skills.
  • Ability to organize tasks and prioritize work for self and subordinates
  • Ability to complete assignments on time
  • Hands on experience working with a variety of hand and power tools
  • Ability to adhere to safety procedures, work rules, and guidelines.
  • Working knowledge of common drainage systems related to hydraulics and mechanical and electrical systems
  • Basic survey and drawing skills
  • Must be able to work overtime (including nights and weekends) and respond to emergencies on a 24-hour basis.

  • The employee must have the ability to climb in and out of vaults or stations that can be as much 20’ in height. 
  • The noise level in the work environment is usually moderately noisy.
  • Duties are performed both in the office and outdoors in all kinds of weather conditions.
