This position provides high-level administrative and web-based support to the City Clerk; and under the direction of the City Clerk, coordinates the Hearing Examiner functions of the City; supports public records disclosure operations for official City documents; assists with the operations of the City’s records retention and retrieval system; consults with and supports other departments regarding disclosure requests, filing, microfilming, off-site storage, indexing procedures, and records retention schedules; coordinates transfer of all City Clerk microfilm to State Archives and local archives; attends City Council and Committee meetings for the purpose of recording and transcribing minutes; coordinates compilation of the agenda process; updates the City Clerk’s/City Council’s web pages; performs the functions of the City Clerk in the Clerk's absence; orders office supplies and enters other needed purchasing requisitions; certifies documents when required and organizes legal documentation and noticing/publications; attends construction bid openings to receive and record bids; and performs other duties as assigned, including training of staff with respect to records disclosure and management if and when needed.  This position also serves as the back-up to the Administrative Specialist position in the office when that person is away from the office.


Qualifications:

Knowledge of: Basic functions and responsibilities of the City Clerk; knowledge of State and local laws related to maintenance and management of public records and legal documents, election procedures, and open public meetings; principles and practices of office management, work organization, and complex filing systems.                                

Ability to:  Interpret standard legal documents, policies, and procedures; record information accurately and concisely (attention to detail is a must); research and organize findings; maintain complex filing systems; maintain confidences and routinely handle politically-sensitive materials and issues with the Council and Mayor; communicate effectively, both orally and in writing; establish and maintain effective working relationships with City staff, elected officials, other agencies, and the general public; operate recording equipment.

Skill in: The use of a personal computer, and related software (MS Office Suite, records management/document storage programs, website applications, and other applications used by the City).

Education and Experience:

Any combination of education and experience equivalent to: an Associate’s Degree and two (2) years of Administrative experience.  A Bachelor’s degree and Administrative experience in either State or municipal law, or in a general legal setting, are preferred. Experience with parliamentary procedure and records management is preferred;  Certification as a Municipal Clerk (CMC) and WA Notary Public preferred.

Licenses and Requirements:

Valid Washington State driver's license by date of hire and a driving record that meets city standards.  Must become a Washington State Notary Public within three months of hire, and receive municipal clerk certification within three years of employment. 

Union Affiliation:

Fulfillment of bargaining unit agreement membership is required within 30 days on hire.

Working Conditions:

Work is primarily performed in an office environment.  Must be available to attend evening City Council meetings as required.  Must be able to lift records, books, and boxes up to 40 pounds.
