The City of Redmond is seeking a Senior Planner to join the Long Range Planning team. The successful candidate will have strong leadership and technical skills and work collaboratively with other staff, the community, stakeholders and elected officials to realize Redmond’s vision. Primary responsibilities include leading the City’s strategic data analysis, reporting and visualization functions to develop and support City programs and initiatives for local, regional, state and national venues; managing the City’s impact fee, transfer of development rights and annexation programs; and staffing policy and code updates. Top candidates will be contacted to participate in the next phase of selection which may include testing and/or an interview. Candidates who are selected to interview will be required to complete a Background Authorization Form to have a thorough background investigation conducted.
1. Lead the City’s strategic data analysis functions in order to develop, evaluate and communicate major City programs, complex policy issues, initiatives and interests for local, regional, state and national venues.
Collaborate and communicate with staff, elected officials and other stakeholders in defining needs; conducting analysis; identifying and describing implications relative to City interests; and preparing products;
Use a variety of software applications to organize, maintain, analyze, visualize, report on and provide access to data and other information in areas such as land use, zoning, demographics, economics and infrastructure;
Prepare annual reports and other periodic products for City as well as external customers such as regional and state agencies; other local governments, and school districts.
Provide technical assistance and act as a resource to City starf with methodologies for data collection, organization, analysis, maintenance and presentation for complex studies and projects on topics such as land use, transportation, economics, and capital planning;
Participate actively in regional forums on behalf of the City, including review and comment on topics such as land use and other data, forecasts, methodologies and work plans.
2. Lead the City’s impact fee program, including activities such as coordinating with other staff and the Lake Washington School District on program updates and administration, answering inquiries, formulating and evaluating options for fee updates, engaging with the community, developing and presenting staff reports and recommendations, and communicating with elected officials.
3. Lead the City’s Transfer of Development Rights (TDRs) program, including activities such as responding to requests and inquiries, processing certificates, proposing and staffing updates, and participating in regional or state projects involving TDRs.
4. Lead the City’s annexation program, including activities such as formulating and evaluating options for annexation; engaging with the community; coordinating and communicating with staff and external agencies and jurisdictions; developing and presenting staff reports and recommendations; and communicating with elected officials.
5. Staff updates to Redmond’s Comprehensive Plan, Zoning Code and Municipal Code, including activities such as formulating and evaluating alternatives; engaging with the community; developing and presenting staff reports and recommendations; and communicating with elected officials.
6. Assist with budget development for the biennium process.
7. Other responsibilities as assigned.
Knowledge of: principles, practices and techniques of urban planning in functional areas such as land use, urban design, economic development, and infrastructure; comprehensive plans and zoning, including preparation, update, monitoring and implementation; sources and use of demographic and other planning related data; research methods to compile and analyze existing and new data; techniques and software applications for data analysis, visualization and communication as described below; principles, practices and techniques for project management and community engagement; municipal government principles and practices; knowledge of applicable Washington state laws and codes highly desirable.

Define and conduct a variety of types of analyses including complex and strategic data analysis, evaluate and effectively communicate results and implications, and prepare recommendations regarding City initiatives and interests for local, regional, state and national venues; also, to design and maintain databases and produce graphics and maps for print and web;
Partner and collaborate effectively with a wide variety of people; develop and maintain effective working relationships; demonstrate strategic and innovative thinking and strong customer service;
Develop and carry out program and project responsibilities to advance City interests, including formulating, organizing and implementing program elements and improvements;
Be an excellent communicator - orally, in writing and graphically - with customers such as other staff, appointed or elected officials, other local governments and agencies, the public and a variety of stakeholders, including communication on topics that are complex, controversial and multi-disciplinary;
Plan, organize and carry out work to meet deadlines and expectations for quality; carry out multiple concurrent projects efficiently and in a high quality manner; and identify, prioritize and resolve problems and controversial issues;
Adeptly use various software applications including ArcGIS, Sketch up, and Access and the MS Office Suite (Word, Excel, Outlook, PowerPoint, Publisher); also skill in performing web updates (HTML, SharePoint) and use of graphic programs such as Adobe Creative Suite; and
Be an innovator and work effectively with other staff in exploring new systems such as open data and other emerging technologies as well as in building technical capacity within the Planning Department.
A Bachelor’s degree in urban planning or a closely related field is required; a Master’s degree is preferred. A minimum of 4 to 6 years of progressively responsible professional urban planning experience consistent with this position description. A comparable combination of experience and education that provides the knowledge, skills, and abilities necessary to perform the job will be considered.
Licenses and Requirements:
Must have a valid Washington State driver’s license by date of hire, and a driving record that meets City standards.
Work is primarily performed in an office environment. Evening meetings required.
Fulfillment of bargaining unit agreement membership is required within 30 days of hire.
