The City of Bellevue Development Services Department is currently accepting applications for the Assistant Director of our Business Services Division.
The Assistant Director of Business Services ensures business operations of the multidepartment development services line of business are efficient and effective. This position directs major functional areas including budget development and monitoring, front line customer service, permit processing, development and financial forecasting, technology & systems management, and places additional emphasis on performance oversight of permit review and inspection services for timely and predicable service delivery.
The position performs highly responsible administrative and complex technical work, assisting the Director and other Assistant Directors in the leadership and management of all aspects of the Development Services line of business. The Assistant Director also provides direction and leadership to the Business Services Division staff.
Essential Duties and Responsibilities
Monitors performance data against existing or new performance targets, identifies areas that need attention, trains and mentors staff on how to evaluate performance including seeking root causes and developing action plans.
Oversees the Business Services Division which delivers financial, performance management, customer service, and data systems management for the Development Services line of business.
Prepares realistic and fiscally sound budgets to enable Development Services to achieve its objectives and ensures that programs or divisions function within budget appropriations. Responsibilities include financial forecasting, budget monitoring, rate studies, and rate setting.
Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates development services activities with other departments.
Makes presentations to City Council, City Manager and community groups.
Provides leadership and direction to division staff; ensures resolution of problems.
Facilitates administrative support to the Development Services Management Team in any and all phases of development services including maintaining and promulgating department rules and policies in accordance with City policy.
Recruits and retains qualified personnel consistent with applicable laws, regulations and procedures.
Supervises staff in the areas of training, mentoring, teamwork, hiring and labor relations.
Directs, motivates and evaluates division personnel to help (1) achieve their individual goals; (2) collectively achieve the department’s mission; and (3) lead employees to growth and accountability for their actions.
Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
This position may serve as Acting Director in the absence of the Development Services Director.
Supervision Received and Exercised
Works under the general supervision of the Director of the Development Services Department.
Exercises supervision over professional, technical, and support staff, either directly or through supervisors, as assigned.
Matrix manages staff in other departments within the development services line of business in certain aspects of performance management.
Education & Experience Requirements
Graduation from an accredited four-year college or university with a degree in business or public administration or related field; MBA or MPA is preferred.
Five or more year of progressively responsible management level experience in financial management, program performance management including key performance indicator development & monitoring, and general business operations required along with significant supervisory responsibility for professional and support staff.

Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to Development Services goals.
Skill in identifying emerging issues, developing and implementing new approaches and/or refining the organizational structure to generate desired results as efficiently as possible.
Ability to anticipate and resolve problems before a crisis ensues.
Ability to make prompt decisions on complex matters and make evaluations concerning day-to-day operations.
