Senior Accounting Associate - ITD (1040) - City of Bellevue ( Job # 13-0105)

This position provides business operations and finance/accounting support to the IT department.  Includes managing Accounts Payable and Procard expense processes, tracking employee expenses, vendor account reconciliations, Purchase Order and contract reconciliations, research and trouble-shooting with vendors and managers, Accounts Payable voucher preparation in support of IT staff and management.  Reporting and data tracking using JDE and various spreadsheets and tracking tools.  Reconciliation of vendor payments and JDE reports for various business units and funds.  Various other duties as assigned.


** Hours: 20 hours per week up to 1040 hours per year.

Primary Responsibilities
  • Perform monthly reconciliations of vendor invoices to purchase orders and contracts, update tracking models as necessary.  Verify accuracy of payment records for department.
  • Manage Procard processes for department, gather invoice backup from staff/managers, verify accuracy of charges and submit for approval.
  • Work with IT managers and staff, IT vendors and Accounts Payable department to troubleshoot and resolve billing and payment issues.
  • Prepare Accounts Payable vouchers for payment of vendor invoices.
  • Verify and prepare/process adjustments (journal entries) as necessary, using JD Edwards system.
  • Process purchase requisitions, research purchase orders and payments using JD Edwards system.
  • Provide training to IT staff and management regarding Accounts Payable and Procard processes and JD Edward lookups as necessary.
  • Update Standard Operating Procedures as necessary in support of changing processes.
  • Maintain various tracking tools using JD Edwards and MS Excel.
  • Other special projects as assigned.



  • Graduation from a 2-year college or university program related to business accounting.
  • Four years of directly related work experience, with a minimum of one year at the Accounting Associate level or equivalent.
  • Or equivalent combination of education and experience.
  • Accounting fundamentals related to debits/credits and their relationship to the General Ledger.
  • Intermediate to advanced MS Excel experience.
  • Effective oral and written communication skills.  Excellent phone and in-person rapport.
  • MS Sharepoint and JD Edwards experience preferred.

Definition of a 1040

There is no specific end date for employees in this status. Therefore, working in this status can be on going for as long as required by business necessity. However, employees in this status cannot work more than 1,040 hours per calendar year, from January 1 to December 31.

  • On-Going Work of the City - Hired to work a maximum of 20 hours or fewer per week on an on-going basis, as long as 1,040 hours within a 12-month period of time are not exceeded.
  • On-Call – Hired to work on a substitute or on-call basis with no guaranteed minimum hours of work, as long as 1,040 hours within a 12-month period of time are not exceeded.
  • Combination Jobs - Can be hired to fill a combination of jobs as long as 20 hours per week or 1,040 hours within a 12-month period of time are not exceeded.
  • Periods of Full Time - Can be assigned to work more than 20 hours per week up to full time on a temporary basis without transforming the assignment to a benefited position, as long 1,040 hours within a 12-month period of time are not exceeded.
  • If the employee exceeds working 1,040 hours within a 12-month period of time in any capacity described above, the employee must be off payroll until January 1 of the new year.
  • Must be hired through the Informal Selection Process.
  • At-will for the duration of the 1040 Part Time status.
