Responsible for performing data manipulation and analysis from a variety of systems, producing data for Finance Department performance measures, ensuring system accuracy in multiple financial and business systems, creating complex forms and compiles and produces reports for use by city staff.  Supports system owners and staff in understanding financial system data structure and data relationships to improve processes and data quality.  Documents processes and approaches to achieve consistency and maintain data integrity.

Essential Duties and Responsibilities:

  • Compiles and produces reports and statistical information using report-writing software and/or MS Office productivity tools.
  • Works with finance staff to obtain necessary information and ensure system accuracy.
  • Gathers data from appropriate system and prepares summary reports.
  • Troubleshoots problems with multiple financial systems and applications.
  • Creates and monitors integrity reports to ensure data integrity.
  • Creates and maintains complex e-forms, requiring basic programming knowledge, for use by city staff for data entry purposes.
  • Understands data entry processes that impact system integrity and works with system owners to improve data quality.

Supervision Received and Exercised

  • Works under the moderate supervision of the Business Systems Manager.  
  • No formal supervisory responsibilities.

Education and Experience Requirements

  • Graduation from an accredited two or four-year college or university with a degree in accounting, business, information systems or related field.
  • Four or more years of related experience in compiling and producing data and reports in an automated environment.  Some systems troubleshooting experience preferred.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Knowledge, Skills and Abilities Requirements

  • Experience working with Enterprise Financial Systems (preferably JD Edwards) and all Microsoft products (specifically Word, Excel, Outlook, Access, PowerPoint, InfoPath);
  • Expertise with databases, spreadsheets and report writers (Crystal Reports; Advanced Excel skills- i.e. Pivot Tables, Vlookups, Access).  
  • Ability to analyze data, make judgments and develop reports and presentations.
  • Working knowledge of backroom processes and languages including but not limited to “C”, SQL Server and HTML.
  • Ability to accurately and completely enter data, extrapolate data, extract data from source databases; and create reports and summaries; ability to summarize information verbally and in writing when required.
  • Ability to troubleshoot systems problems; explaining issues to Information Technology staff and vendors; ability to test systems changes.
  • Ability to establish collaborative and effective working relationships with all levels of staff and vendors.
  • Ability to train and assist other staff in the use of the department’s primary financial systems.
  • Basic knowledge of accounting and financial principles.
  • Excellent verbal and written communication skills.
