Provide support to the Finance and Human Resources Department business systems owners to assist in defining and refining business processes, generating requirements, communicating changes, and documentation for system projects. Takes a lead role in participating in systems development efforts with other city departments; collaborates with other Finance divisions on special projects to support the development of efficient business processes and operations through effective use of relational databases and other system tools.

Essential Duties and Responsibilities:

  • Serve as liaison between Business owners and Information Technology.
  • Develop in-depth knowledge of business processes and their implementation within systems.
  • Models and analyzes current business processes to provide a foundation for defining business activities. 
  • Assist business owners in developing functional requirements for system enhancements.
  • Serve as liaison between various groups to develop policies and facilitate the implementation of system modules and or enhancements.
  • Develop and implement communication and training plans in support of new system functionality.
  • Develop and update training documentation for Finance and HR systems.
  • Provide functional, technical and troubleshooting support to City staff in their use of multiple Finance and HR department systems.
  • Write and execute complex test plans in support of system changes.

Supervision Received and Exercised

  • Works under the moderate supervision of the Business Systems Manager.  
  • Will lead staff from Finance or other departments in work and projects related to Financial Systems.

Education and Experience Requirements

  • Graduation from an accredited two or four-year college or university with a degree in accounting, business, information systems or related field.
  • Five or more years of progressively responsible related experience in business and technical requirements analysis, business process modeling, database design related to application implementation and serving as a member of a systems project team.   Some systems troubleshooting experience preferred.
  • Significant functional and/or technical experience working with complex financial systems.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.


Knowledge, Skills and Abilities Requirements

  • Experience working with Enterprise Financial Systems (preferably JD Edwards) and all Microsoft products (specifically Word, Excel, Outlook, Access, PowerPoint, InfoPath);
  • Expertise with databases, spreadsheets and report writers.  
  • Experience using Oracle User Productivity Kit software preferred.
  • Proven experience developing systematic and manual operations procedures.
  • Ability to analyze business processes and translate into system requirements.
  • Ability to troubleshoot systems problems; explaining issues to Information Technology staff and vendors; ability to test systems changes.
  • Ability to establish collaborative and effective working relationships with all levels of staff and vendors.
  • Ability to train and assist other staff in the use of the department’s primary financial systems.
  • Proven collaborative skills in reaching a team approach to accomplishing work.
  • Ability to organize and prioritize multiple tasks and meet deadlines.
  • Basic knowledge of accounting and financial principles.
