The City of Bellevue Transportation Department is looking for a senior level transportation engineer to work in its Capital Program Services East Link Division.  This position serves as Senior Project Manager for engineering design and reviews related to East Link light rail and related projects through a collaborative approach working with other departments and outside agencies.

Performs advanced senior level professional engineering duties in assigned area of responsibility of East Link light rail project, including those related to project management; ensures work quality and adherence to professional engineering standards; coordinates assigned activities and reviews with other departments, programs, and outside agencies; serves as a professional resource on resolving changes to design, and other related issues; and responds to questions and inquiries regarding engineering and cost estimating information.

Prepares engineering designs and performs sophisticated engineering analysis work ensuring technical competence and compliance with all current codes and criteria.

Essential Duties and Responsibilities
  • Manages the design development of transportation capital projects. This includes the responsibility for managing the scope, budget and schedule.
  • Oversees the work of project teams and consultants. Schedules and reviews work for conformance to regulations, standards and project objectives.
  • Selects consultants, negotiates consultant agreements, monitors consultant progress and expenditures, and provides technical review of consultant deliverables.
  • Serves as a day-to-day project manager for the coordination, development, and review of plans, specifications, general and special conditions, technical reports, cost estimates, schedules, and other documentation related to East Link light rail and related projects.
  • Performs professional level duties in support of assigned engineering design; develops and applies design criteria, engineering standards, technical criteria, and quality control and assurance procedures; performs technical review of a variety of plans, cost estimates, reports, agreements, and other documents.
  • Prepares project plan designs; prepares preliminary and final engineering plans and estimates, including preparation of construction contracts for bid requests; obtains all permits for projects; administers consultant contracts for design services.
  • Analyzes and reviews highly complex and/or controversial project proposals to ensure compliance with transportation codes, regulations and laws; advises and confers on acceptable design alternatives and solutions; negotiates design changes.
  • Consistently interprets and applies standards, guidelines, and policies; conducts engineering analysis to identified areas of concerns; directs responses; coordinates official City responses with other jurisdictions.
  • Serves as a day-to-day project manager for the coordination and project agreements related to private utilities relocation.
  • Support and participates in the public outreach and community involvement effort.
  • Support and participates in the negotiation and acquisition of required property rights effort.
  • Provides technical project support during construction. Conducts field investigations to identify problems, assesses project feasibility and evaluates alternatives; provides research, analysis reports and makes recommendations; coordinates with construction staff.


Supervision Received and Exercised

  • Works under the general supervision of the Engineering Manager or Assistant Director of Transportation.
  • No formal supervisory responsibilities, but may act as lead worker to engineering staff.


Education and Experience Requirements

  • Graduation from an accredited four-year college or university with a degree in civil engineering or other related fields.
  • Five or more years of professional related experience in transportation engineering.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
  • Washington State Professional Civil Engineering license preferred.


Knowledge, Skills, and Abilities Requirements

  • Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; Thorough knowledge of applicable City policies, laws, and regulations affecting Division activities;
  • Considerable skill in arriving at cost estimates on complex projects.  Ability to design and write specifications. Ability to conduct necessary engineering research and compile comprehensive reports.  Ability to use software, databases and spreadsheet programs utilized by the City.
  • Ability to communicate effectively both orally and in writing; ability to work with the media and the public; ability to communicate to various groups with difference in age, language, culture, education level and technical knowledge.
  • Ability to apply sound engineering judgment under stressful situations to develop recommendations and make decisions.
