Facilities Services Division Manager - City of Bellevue ( Job # 14-0009)

This position is responsible for managing and leading the Facilities Services Division of the Civic Services department.  This includes responsibility for long- & short-term facility planning, facility maintenance & operations at multiple sites including City Hall, emergency preparedness, building security, budget development, contract management, strategic planning, performance management, and personnel management.


Management and Leadership

  • Manages divisional resources including 16 facilities staff, consultants and contractors.
  • Recruits, selects, supervises and evaluates professional and technical staff; supports and mentors staff in development of their skills, team building and succession planning.
  • Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Serve as an integral member of the department’s management team.
  • Participates in interdepartmental teams on various topics

Budget Development

  • Develops and manages the $6.5 million annual Facility Fund budget and approved expenditures for the fund.
  • Monitor performance measures related to efficiency of operations, areas for additional improvements, and effectiveness of past improvements. 

Long range facility planning

  • Performs short and long range planning; oversees the development and monitoring of a strategic maintenance plan for general government buildings and fire facilities.

Facilities Management

  • Ensure efficient, safe and effective operations of 13 facilities (city hall, maintenance facility, 9 fire stations, fire training center, court facility) encompassing over 640,000 square feet of building space for the City of Bellevue.
  • Oversees the department’s emergency preparedness response and building security program.

Excellent Customer Service

  • Develops and maintains a culture of excellent customer service for the departments, staff and public that use our buildings.
  • Works with the Service First division to support customer service, public meeting room support and overall public and staff customer service
  • Work with our customer departments in managing and effectively supporting their facilities.
  • Ensure that business practices are reflective of direction governed by City policy, ordinances and applicable laws.


  • Graduation from an accredited four-year college or university with a degree in business or public administration, project/construction management, architecture, civil engineering or related field.
  • Seven or more years of progressively responsible related experience in direct supervision and management of staff.
  • An equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.


  • Ability to lead high performing teams.
  • Ability to establish and maintain effective working relationships and elicit cooperation and commitment to team goals.
  • Ability to effectively collaborate and resolve conflicts across organizational boundaries.
  • Knowledge of principles and practices of effective employee management.
  • Ability to provide leadership, counsel, motivation and constructive performance reviews to staff engaged in a wide variety of projects, programs and systems.
  • Experience in developing and monitoring facility operating and capital budgets, and developing rates, preferably for a large public entity.
  • Ability to deal effectively with highly visible or politically sensitive projects and information.
  • Knowledge in the proper and safe techniques of building maintenance.
  • Knowledge of project management principles and construction techniques.
  • Ability to facilitate effective problem-solving resulting in practical cost-effective solutions
  • Ability to communicate effectively with customers, co-workers, contractors and the general public, both orally and in writing.
