Systems Analyst - Utilities - City of Bellevue ( Job # 14-0013)

System Analyst will work to provide technical and user support for Utilities Department systems in pre-production and production environments.  Responsibilities include internal customer support, day-to-day execution of system maintenance and operations, providing troubleshooting support, testing software and configuration changes, managing software releases, maintaining vendor relationships, developing customized reporting, performing process improvement analysis, leading technology projects, and keeping system documentation up to date.  Provides any and all services required to maintain daily operations, maximize availability of Utilities systems, and respond to ad hoc user requests for system support.


  • Maintenance and Operations – Includes day-to-day technical operations of applications.  May involve checking logs, running reports, helping to monitor resource usage, scheduling batch jobs, and manual execution of interfaces as needed.  Will include system administrator duties for assigned applications.  Will also include knowledge of the line of business that the application supports and general accounting principles.  (20%)
  • Software Upgrades – Includes planning and execution of minor upgrades.  Includes coordinating test environment set up and client installs, performing system and integration testing of upgrades, and following appropriate release processes.  Will need to work closely with system users on planning, testing, and executing upgrades. (5%)
  • Troubleshooting – Involves working with users, Help Desk staff, vendors, and IT staff to assess and resolve issues with applications, processes, or controls.  Will also require training Help Desk staff (if needed on new systems) and developing troubleshooting checklists. (15%)
  • Vendor Management – Includes communicating with vendors for upgrades and trouble-shooting tasks.  (5%)
  • Documentation – Involves developing system and user documentation of application configuration, interfaces, system backup and archival, disaster recovery procedures, customized reports, and support contacts. (5%)
  • Report Set Up – Includes developing queries, standard reports and report templates that can be used by end-users.  Will require understanding of Structure Query Language (SQL), report systems, and data models of assigned applications. (15%) 
  • Development – Includes performing analysis and design for small targeted databases and computer applications to assist end-users with support needs.  Will require the ability to write complex reports, and develop/maintain simple desktop applications. (10%)
  • Analysis – Includes providing technical evaluations and recommendations.  Will require assessing the impact of vendor software changes, technically, operationally, and procedurally. (10%)
  • Teamwork – Incumbent is an active member of a Utilities support team working in partnership with enterprise Information Technology Department. Teamwork and good communications are necessary. Team participation may involve leadership or contributing team member responsibilities, as required. (10%)
  • Planning – Includes participation in Utilities Automation Planning and individual project planning. (5%)



  • Graduation from an accredited four-year college or university with a degree in Computer Science, Business Systems or other related field(s).
  • Two or more years of progressively responsible and directly related experience in production application support.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.



  • Very strong problem solving skills.
  • Excellent communications skills, both written and verbal, with both a technical and non-technical audience.
  • Excellent organizational and interpersonal skills.
  • Demonstrated knowledge and experience in the operations of enterprise systems in a production environment which includes commercial-off-the-shelf (COTS) systems.
  • Experience working with maintenance management and financial applications is a plus. Experience with the IBM Maximo Maintenance Management Information System (MMIS) preferred.
  • A basic knowledge of ESRI/ArcGIS technologies would be a plus.
  • Strong technical experience in relational databases (MS Access and MS SQL).
  • Ability to create systems solutions based on developing a deep understanding of business needs and processes. To perform this job effectively, the successful incumbent should have knowledge of Structured Query Language (SQL) in Microsoft SQL Server.
  • Proficiencies in Microsoft Office applications and development languages.
  • Proficient in using Crystal Reports for report creation.
  • Experience working with web services, SharePoint, and InfoPath forms.
  • Experience reading, updating, and developing business process workflows.
  • Experience designing, creating, and performing unit testing, system testing, and performance benchmark testing.
  • Must be an agent for positive change and be able to juggle competing priorities.
