Structural Operations Manager - City of Bellevue ( Job # 14-0020)

This position is responsible for managing and leading the Structural Section of the Parks & Community Services Department.  This includes responsibility for long- & short-term facility planning, facility maintenance, operations, and renovations at multiple sites including community centers, aquatic center, marina, boat launches, and park sites.  Further, this position is responsible for emergency preparedness, building security, budget development, contract management, strategic planning, performance management, and personnel management.

Essential Duties and Responsibilities

Management and Leadership

  • Manages Section resources including full-time, part-time, and seasonal staff, consultants and contractors.
  • Recruits, selects, supervises, and evaluates professional and technical staff; supports and mentors staff in development of their skills, team building and succession planning.
  • Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Serve as an integral member of the department's management team.
  • Participates in interdepartmental teams on various topics.

Budget Development

  • Develops and manages the $4.5 million annual Structural Section budget and approved expenditures for the Section. 
  • Monitor performance measures related to efficiency of operations, areas of additional improvements, and effectiveness of past improvement

Long-range Facility Planning

  • Performs short- & long-range planning; oversees the development and monitoring of a strategic maintenance plan for Parks & Community Services buildings and infrastructure.

Facilities Management

  • Ensure efficient, safe, and effective operations of facilities encompassing over 337,000 square feet of building space for the City of Bellevue.
  • Oversees the department's emergency preparedness response for building safety and coordinates sheltering response needs.

Excellent Customer Service

  • Develops and maintains a culture of excellent customer service for the departments, staff, and public that use our facilities.
  • Works with our customers in managing and effectively supporting their facilities.
  • Ensure that business practices are reflective of direction governed by City policy, ordinances, and applicable laws.


Education and Experience Requirements

  • Graduation from an accredited four-year college or university with a degree in Business or Public Administration, Project/Construction Management, Architecture, Civil Engineering or related field.
  • Five or more years of progressively responsible related experience in direct supervision and management of staff, including represented and non-represented employees.
  • An equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities will be considered.

  • Experience in developing and monitoring facility operating and capital budgets preferably for a large public entity.
  • Ability to deal effectively with highly visible or politically sensitive projects and information.
  • Knowledge in the proper and safe maintenance techniques of buildings; aquatic facilities, marinas, docks, and Parks infrastructure.
  • Knowledge of project management principles and construction techniques.
  • Ability to facilitate effective problem-solving resulting in practical cost-effective solutions.
  • Ability to communicate effectively with customers, co-workers, contractors and the general public, both orally and in writing.
  • Valid Driver's License.
