Summary

The City of Bellevue is currently accepting applications for a regular 1.0 FTE. Under general direction, this position assists in the preparation of the City’s long-range financial forecasts, supports presentation of complex financial information to management and other groups, conducts research and analysis on finance-related projects including but not limited to program evaluations, performance measurement/benchmarking and legislative impacts; and shares responsibility for coordinating a portion of the City's biennial budget and Capital Investment Program. 

Classification depends on qualifications of successful candidate. Candidates will be selected to fill one position below:

Budget Analyst Salary Range: $4,683.14 to $6,463.12 monthly

Sr. Budget Analyst Salary Range: $5,171.48 to $7,135.97 monthly

Essential Functions of the Job

Varying degrees of the following functions are essential and will be based on relevant experience and skills:

  • Establish collaborative and cooperative relationships with departments in order to problem solve and assist departments.
  • Assist departments in the preparation of department budgets and budget materials; review and make recommendations on department budget proposals.
  • Prepares explanations and summary materials on financial issues and trends.
  • Provides information on alternatives and draws conclusions from financial data; summarizes findings and communicates recommendations to management.
  • Assist in the preparation of the City’s financial forecast through the preparation of economic/financial research and analysis.
  • Plans and carries out budget procedures including monitoring budget performance and fiscal forecasts; attends budget meetings and public hearings.
  • Appraises budget performance of departments by developing projections and identifying patterns based on performance to date and historical trends. Communicates and works with the department on these projections and patterns and makes recommendations for corrective action if necessary.
  • Conducts program evaluations, establish work programs, create communication materials, and deliver intermediate work products associated with the program, summarizes findings and present recommendations to management.
  • Assist departments in the preparation and evaluation of performance measurement/benchmarking indicators.
  • Reviews financial policies and procedures; communicates recommendations to management.
  • Completes special analytical assignments.
  • Assists departments in preparing proposals and contracts, agenda items, and supporting information; explains policies and procedures; and gives advice on management issues.
  • Prepares fiscal impact analysis of legislative actions.
  • Manages both internal and external projects from start to finish. This includes scoping, identifying issues and concerns, research, identifying resource gaps (related to project workload), drafting reports, presenting findings, and initiating follow-up analysis.

 

Education & Experience Requirements

Budget Analyst:

Bachelor’s degree in Economics, Finance, Accounting, Business, Public Administration, or related field from an accredited four-year college or university; and two or more years of professional-related experience in financial analysis, budgeting, or accounting; or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities preferred. 

Sr. Budget Analyst:

Bachelor’s degree in Economics, Finance, Accounting, Business, Public Administration, or related field from an accredited four-year college or university; and five or more years of professional-related experience in financial analysis, budgeting, or accounting preferably in the public sector or related field; or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities preferred. 

 

Additional Qualification Criteria for Most Competitive Candidates

Budget Analyst:

  • Experience utilizing Windows-based spreadsheet software, word processing and database software.
  • Experience with integrated Financial Applications or Enterprise Resource Planning (ERP) Systems; JDE Enterprise One experience preferred.
  • Knowledge of public budgeting and accounting preferred.
  • Knowledge of performance management, and performance measures.
  • Skill in applying quantitative and qualitative analysis and evaluating data from both a programmatic and fiscal perspective to enhance decision making and sound fiscal and policy management.
  • Proactive approach to work, to develop appropriate areas of analysis, to identify problems before they occur and to offer solutions/recommendations.
  • Must be able to independently research, analyze, evaluate, and solve analytical problems.
  • Must be able to work with large amounts of data, interpret financial records, detect and correct errors, and prepare financial reports in accordance with rules, regulations and procedures.
  • Must be able to effectively work both independently, with minimal supervision, and with others in a team environment.
  • Strong organizational skills to work independently and to prioritize a heavy workload under the pressure of competing assignments.
  • Ability to respond flexibly and positively in a fast pace environment, and to work calmly under pressure.
  • Must be able to deal effectively with politically sensitive information.

Sr. Budget Analyst:

  • Advanced experience utilizing Windows-based spreadsheet software.
  • Experience utilizing Windows-based word processing and database software.
  • Experience with integrated Financial Applications or Enterprise Resource Planning (ERP) Systems; JDE Enterprise One experience preferred.
  • Excellent verbal, written, and interpersonal communication skills.
  • Considerable knowledge of public budgeting and accounting preferred.
  • Knowledge of performance management, performance measures, and survey methodologies and techniques.
  • Skill in applying quantitative and qualitative analysis and evaluating data from both a programmatic and fiscal perspective to enhance decision making and sound fiscal and policy management.
  • Ability to identify process improvements and a history of participation in change processes
  • Proactive approach to work, to develop appropriate areas of analysis, to identify problems before they occur and to offer solutions/recommendations.
  • Must be able to independently research, analyze, evaluate, and solve complex analytical problems.
  • Must be able to work with large amounts of data, interpret financial records, detect and correct errors, and prepare financial reports in accordance with rules, regulations and procedures.
  • Must be able to effectively work both independently, with minimal supervision, and with others in a team environment.
  • Strong organizational skills to work independently and to prioritize a heavy workload under the pressure of competing assignments.
