The Transportation Department of the City of Bellevue, Washington is seeking an experienced travel demand modeler to lead the 4-person Modeling and Analysis Group.  The Transportation Modeling Division performs travel demand and traffic simulation modeling to support multi-modal short-, mid-, and long-range planning and engineering activities for a 3-city modeling area including Bellevue, Kirkland and Redmond, located on the eastside of the Seattle Metro area. 

The Transportation Forecasting Manager oversees the day-to-day operations of the Transportation Modeling Division, providing administrative, technical, and supervisory leadership to staff who perform transportation data analysis, travel modeling, and geographic information systems analysis.

Essential Duties and Responsibilities
  • Provides direction and technical advice to modeling staff; delegates projects; and ensures workloads and project levels are manageable and completed within specified timeframes.
  • Collaborates with internal teams, other divisions, departments and outside jurisdictions to provide high-quality technical services to those engaged in making transportation investment decisions (such as the Transportation Department, other City departments and divisions, outside jurisdictions and advisory bodies).
  • Develops modeling work program and provides ongoing management of program.
  • Develops new analysis approaches, reporting formats and database management tools; applies technology-based solutions for increased productivity.
  • Establishes and maintains a working environment conducive to positive morale, individual style, learning, quality, creativity, and teamwork.
  • Interacts and coordinates projects with customer groups.
  • Administers and monitors the modeling budget and consultant contracts.
  • Conducts performance evaluations and recommends and implements decisions to hire, train, and discipline staff as needed.
  • Issues written and oral instructions; assigns duties and examines work for accuracy, neatness, and conformance to standards.
  • Keeps informed of new trends, developments, laws, and regulations impacting the delivery of Transportation services.
  • Participates in City-wide and regional transportation initiatives.


Supervision Received and Exercised

  • Works under the general supervision of an Assistant Director.
  • Exercises supervision over three Transportation Analysts.


Education and Experience Requirements

  • Graduation from an accredited college or university with a master’s degree in engineering, transportation planning, or a related field.
  • Five or more years of progressively responsible related experience in transportation planning, modeling and forecasting with knowledge of and experience operating the automated modeling systems used by the City, preferably EMME.
  • An equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.


Knowledge, Skills, and Abilities Requirements

  • Skill in effective, clear and persuasive oral and written communications to individuals and groups; excellent listening skills.
  • Considerable knowledge of common transportation forecasting platforms, standards and approaches; considerable knowledge of automated modeling programs and systems utilized by the City.
  • Skill in preparing and administering municipal budgets.
  • Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion: ability to establish and maintain effective working relationships with employees, department managers/heads, other jurisdictions, and advisory boards.
  • Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the department’s goals.
  • Skill in researching complex issues and developing recommended actions.
  • Ability to plan and organize the work of others; ability to delegate; ability to manage project/activity deadlines of self and others.
