The Accounting Specialist position in the Treasury and Revenue Division, will primarily perform utility billing services, which include the following duties: performing customer service over the phone and in-person; updating customer account information, creating new customer accounts and responding to various customer inquiries; explaining City policy and procedures regarding utility billing; analyzing meter readings, generating utility bills, statements and notices; posting payments; maintaining utility billing records; performing billing reconciliations; updating and maintaining customer databases; and performing other duties as assigned within the Division.
Knowledge of: Accounting, billing and/or customer database systems and general accounting/bookkeeping practices.
Skill in: customer service, problem solving and decision making; creating and working with Microsoft Office products (Word and Outlook) and especially with complex Excel spreadsheets and database applications; electronic billing and payment processing; strong analytical and mathematical aptitude.
Ability to: multi-task with a high degree of accuracy; effectively work in an environment with frequent interruptions; reconcile accounts; maintain accurate records; organize, prioritize and manage work; interpret, understand and apply related City policies and complex, changing regulations; work independently and as part of a team; effectively establish and maintain positive work relationships; clearly communicate verbally and in writing with customers, the public, and city staff; generate written correspondence to customers; and handle stressful situations in a busy and constantly changing environment.
Education and Experience:
Any combination of education and experience equivalent to: an Associate’s degree in accounting, finance or a closely related field and three (3) years billing or bookkeeping work experience. Customer service and public sector experience is preferred.
Licenses and Requirements:
Valid Washington State driver’s license required by date of hire and a driving record that meets the City’s driving standards. Fulfillment of bargaining unit membership within 30 days of hire.
Work is primarily performed in an office environment with frequent interruptions and occasional periods of potentially stressful situations. Work requires sitting, sometimes for long periods, and frequent talking and hearing. May occasionally be required to lift boxes or files, usually not exceeding 30 pounds.
