Performs a variety of complex technical work in the review and approval of building plans.  Supervises the work of Plans Examiners and Inspectors.  Organizes and prioritizes work activities of staff, provides technical guidance and resolves difficult disputes with builders and contractors.  Responsible for the resolution of sensitive field situations and for  the coordination of inspection programs with the needs of contractors/developers, and with inspection staff in other divisions or City departments.  Plays a strong leadership role with employees in setting standards for work performance, safety and citizen relations.


  • Supervises and trains Plans Examiners and Inspectors.
  • Responsible for the day-to-day work of Plans Examiners and Inspectors.
  • Explains, interprets, and provides guidance regarding applicable codes to architects, engineers, contractors, developers, owners and other interested parties; answers questions regarding building codes and requirements.
  • Reviews current trends and developments in the field of construction and prepares revisions to codes, ordinances and local regulations.  Examines building proposals of all types to determine compliance with code requirements and related regulations.
  • Reviews and evaluates proposed building plans and specifications to ensure that proposed construction complies with building, plumbing, mechanical, fire, flood hazard, energy, accessibility, and related code requirements.
  • Applies valuations and permit costs to new projects based on codes, regulations and policies.
  • Coordinates activities with building official, plans examiners, inspectors, planners, engineers, fire inspectors and other staff.
  • Performs research on codes and ordinances as assigned to evaluate and recommend improvements.  Researches problems and complaints regarding commercial and residential buildings.  Responds to complex and sensitive building and customer service issues.  Maintains records and documents of customer service issues and resolutions.
  • Coordinates plan reviews, inspections, and enforcement actions.
  • Maintains complete and accurate records of approved plans.
  • Attends and/or reports for pre-construction and construction phase meetings attended by architects, engineers, developers and citizens to explain inspection standards and procedures.
  • Meets with contractors, owners, and developers to discuss agreements or standards; develops technically sound solutions that meet all parties needs.
  • Reviews employee’s field inspection reports; listens to their problems and provides guidance in how to approach a situation.
  • Prioritizes projects and schedules staff time to meet overall construction goals and administrative deadlines.
  • Meets with inspection staff and other City departments to establish proper inspection sequencing and technical consistency.
  • Issues stop work orders or citations based on refusals to comply.
  • Writes letters regarding compliance on specific issues and completes other written reports and records.  Ensures all inspections are properly documented by inspectors.
  • Provides input to managers on staffing needs and makes recommendations for staffing or budget changes or additions.
  • Participates in selection procedures and makes effective recommendations to hire, discipline or terminate personnel.
  • Provides performance feedback to employees through oral and written reviews.
  • Establishes work rules, procedures and practices governing inspector conduct on the job.


  • Works under the general supervision of an Assistant Director of Planning and Community Development.
  • Exercises supervision over Plans Examiners, Building Inspectors, Combination Inspectors, and other technical and support staff, as assigned.


  • Graduation from an accredited four-year college or university.
  • Eight or more years of progressively responsible related experience in the construction industry.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • ICC Plans Examiner and Building Inspector certifications preferred.
