The City of Redmond is seeking a strategic and collaborative individual for our Assistant Public Works Director/City Engineer. This position will provide leadership, technical expertise and oversight to all the Engineering Divisions of the Public Works department at the City of Redmond, and will be a key member of the Public Works Department Leadership Team. The successful candidate will have strong leadership, technical skills, and organizational management experience and will work collaboratively with other staff throughout the City, the community, stakeholders and elected officials to realize Redmond’s vision.

Under the general direction of the Public Works Director, duties include but are not limited to:
Providing leadership that embodies a commitment to integrity, accountability and customer service;
Cultivating positive relationships and working collaboratively with the Redmond community, regional partners, customers, elected officials, and other City departments to creatively solve problems and deliver services;
Fostering a work environment that supports teamwork and collaboration and provides open communication between cross departmental workgroups.
Providing leadership, direction and guidance in both strategic and operational planning and priorities for the Engineering divisions across the City, including: Construction, Natural Resources, Traffic Operations, and Utilities; developing, implementing and managing goals and objectives that align with the Department’s and City’s vision;
Acting as the City’s Professional Engineer to review, approve, stamp, and sign engineering drawings, and performing final review of project plans to ensure quality control;
Providing professional and technical expertise regarding engineering projects and in the interpretation and application of code, and making policy level decisions regarding projects and operational procedures;
Managing the City’s Capital Improvement Project implementation and delivery process, monitoring the progress of projects, communicating regularly with staff regarding project status and concerns,and ensuring established timelines and budgets are met;
Continuing forward progress with regard to process improvement, where outcomes are focused on improving customer service and creating efficiencies;
Prioritizing and managing the preparation and administration of the Public Works Engineering Divisions' budgets, monitoring and approving expenditures, and making budget recommendations to the Public Works Director; and
Evaluating and managing human resources, including mentoring, training and coaching personnel; ensuring appropriate developmental tools and resources are available to staff; providing clear communication of expectations; and working with the Human Resources Department to plan and initiate various personnel actions.
Knowledge of: applicable civil engineering and project management principles, practices, and techniques; technical aspects of municipal engineering; applicable laws, codes, policies and procedures; principles and practices of administrative management, including personnel policies, budgeting and financial management, and contract management.
Skill in: Use of independent judgment and effective decision making in the application of laws and codes related to engineering design and construction; employee supervision, organization and coordination; labor relations, negotiation and effective problem solving; team building and interpersonal relations; and written and verbal communication.
Ability to: Create a vision for the Engineering divisions that supports and links to department and City vision; effectively lead by supporting the goals, values and objectives of the department and the City; think both tactically and strategically; make decisions of a technical, management and/or administrative nature in support of the division, department or City goals; interpret and apply codes and regulations; understand and interpret complex technical and legal documents, maps, technical drawings and plans; build teams and work collaboratively to solve problems; establish and maintain effective working relationships; articulate and translate the department and City vision to the day to day work of employees; create clear performance expectations and support employees in meeting those expectations; foster and support a culture of integrity, accountability and commitment to service; and communicate effectively with all levels of City personnel, officials, developers and the general public; and use personal computer and related software (MS Office Suite).
Education and Experience:
Any combination equivalent to: Bachelor’s degree in Civil Engineering or related field and eight (8) to ten (10) years of increasingly responsible professionalcivil engineering experience, including at least five (5) years of management experience in an engineering organization, with demonstrated ability to manage people, work programs, and both capital project and operational budgets. Municipal or other government experience desired.
Licenses and Requirements:
Must be registered as a Professional Engineer in the State of Washington, or the ability to obtain P.E. licensure in Washington State upon hire. A valid Washington State driver's license is required by date of hire, with a driving record that meets City standards.
Work is performed primarily in an office environment on a daily basis, with occasional fieldwork required. May be exposed to physical hazards from traffic or construction equipment during on-site inspections. Travel to various field sites and meeting locations is required. Some evening and weekend hours may also be required.
