The City of Bellevue Utilities Department is responsible for providing water, wastewater, storm drainage, and solid waste services for the City of Bellevue residents. The City of Bellevue Utilities Department is currently recruiting for a part time (20 hours a week) Business Process Analyst. This position provides business process consultancy and project management support to the Utilities. The position is part of the Corporate Strategy Group (CSG) and will be supervised by the CSG lead. CSG serves as the consulting arm of the Utilities Department and supports the Department through managing projects related to innovation and process improvement, corporate strategy development and implementation, workforce development, corporate communication. This position provides project management support for department wide programs such as performance management, APWA accreditation, grant coordination and standard operating procedures development. The successful candidate will have a background in business line consultancy, process improvement, research, data analysis, and organizational development.

Essential Duties and Responsibilities:

  • Responsible for assisting in the implementation of the Utilities Department’s Process Improvement (PI) initiatives, participating in the facilitation of Utilities PI training sessions, providing improvement support by functioning as a project manager, facilitator, analyst, and change agent.
    • Utilize Lean process improvement methodologies.
    • Provide support to the Utilities Department business owners, assisting in defining and refining business processes, generating requirements, communicating changes, and documenting business projects.
    • Develop in-depth knowledge of business processes and their function within work areas.
    • Model and analyze current business processes to provide a foundation for defining business activities.
    • Provide functional, technical and troubleshooting support to Utilities staff in their use of multiple process improvement and continuous improvement disciplines.
  • Serve as liaison between various groups to develop policies and facilitate the implementation of process improvements.
  • Assist in activities related to organization wide initiatives such as communication plan development and implementation, training plan development and implementation, grants management, APWA accreditation and performance management to support Utilities Strategic Goals.
  • Develop and publish project and process supporting documentation.
  • Write and publish training material for the Utilities Department’s strategic initiatives.
  • Lead project meetings, develop agendas, and ensure outcome meets all project goals and expectations.
  • Conduct best practices and benchmarking research

Supervision Received and Exercised

  • Works under the supervision of the Director’s Group Management Consultant.
  • Will lead staff from Utilities or other departments in work and projects related to business consultant work for the Utilities Department.

Education and Experience Requirements

  • Graduation from an accredited four-year college or university with a degree in business, or related field.
  • Five or more years of progressively responsible related experience in business and business process modeling, process mapping, application implementation and serving as a member of a project team.
  • Significant functional and/or technical experience working with complex business models.  Experience in Lean, Six Sigma.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Knowledge, Skills and Abilities Requirements

  • Experience working with Enterprise Financial Systems and all Microsoft products (specifically Word, Excel, Outlook, Project, Visio, Access, PowerPoint, InfoPath, Visio);
  • Expertise with databases, spreadsheets and report writers.
  • Experience developing systematic and manual operations procedures.
  • Ability to analyze business processes and translate into business system requirements.
  • Ability to train and assist other staff in the use of the department’s process improvement concepts.
  • Excellent verbal and written communication skills.
  • Analytic ability and inductive thinking to devise new approaches to deal with highly complex, novel or previously unsolved problems.
  • Skill in organization and planning with the ability to successfully meet deadlines in a fast pace, driven environment.
  • Skill in building relationships with diverse and sometimes opposing parties to develop bridges for understanding and collaboration. Interacting with other professionals and executives on matters of significant importance.
  • Skills in preparing reports and presentations.
  • Ability to conduct operational and organizational studies on business units; analyze structure and flow of work through unit and recommends changes to improve operations; provide consultation to business unit management to determine solutions to business problems.

Definition of a Part-time Employee: 

  • Will clearly average 28 hours per week or less
  • NOTE: Will be considered full-time and eligible for medical coverage if hours average 30 hours per week or more over a 12-month measurement period (or 130 hours per month)
