Essential Functions

This position requires a broad base of knowledge, skills and abilities related to industrial process equipment and systems. The selected applicant will be responsible for the daily operation and maintenance of the City’s five ground water wells, five booster pump stations, and numerous control valves which supply water to residences and commercial facilities via 330 miles of pipe.

Under the direction of the Water Operations Supervisor, this position is responsible for:

  • The daily operation, maintenance, troubleshooting and repair of the City’s ground water wells and booster stations, pumps, treatment systems, electrical components, instrumentation, facility maintenance and emergency generators;
  • The setup, maintenance, repair, programming, troubleshooting and documentation of automated systems such as Programmable Logic Controllers (PLCs), Human-Machine Interfaces (HMIs), Supervisory Control and Data Acquisition (SCADA) telemetry systems;
  • Provide management with system reports on the status, needs and requirements;
  • Assisting with development of a preventative maintenance program;
  • Maintaining computerized databases and other associated records;
  • Evaluating and ordering materials and parts;
  • Performing traffic control duties and routine water system maintenance tasks;
  • Responding to emergency call-out situations;
  • Performing Emergency Standby duties on a rotating basis; and
  • Performing other duties as assigned.
Hours and Duration:

Knowledge of:

  • Water or related industrial operation, facility, process, equipment, and materials;
  • Electrical motor controls, control devices, circuits, motor starters and programmable controllers;
  • Practices and procedures relating to the repair, maintenance and operation of industrial process equipment;
  • Electrical systems, pumping equipment, check valves, motors, transducers, generators, variable frequency drives, motor starters, solid state soft starts, and pressure reducing and other control valves;
  • A/C D/C power control and signal circuitry with emphasis on process measurement and instrumentation;
  • Instrumentation and control, telemetry, SCADA, PLC programming, and field devices;
  • Wireless ethernet telemetry systems including radio modems, antenna’s and related equipment;
  • Basic principles and procedures of record keeping and safe work practices;
  • Computer applications and management information systems;
  • Water System hydraulics, treatment equipment, water metering system, and online water quality monitors is advantageous;
  • Asset management, reliability centered maintenance, computerized maintenance management system is a plus.


Skill in:

  • Trouble shooting and repair with the following: instrumentation and controls, telemetry, A/C D/C power control and signal circuitry, pumping systems, motors, and generators;
  • Reading and interpreting construction drawings, as-builts, and ladder diagrams;
  • Using hand tools and equipment of the trade;
  • Providing excellent customer service;
  • Effectively managing workload and responsibilities;
  • Facilitating cooperation, trust, and integrity with all customers and staff;
  • Performing intermediate mathematics;
  • Using Microsoft Office software and SCADA is required, and GIS experience preferred


Ability to:

  • Work in water system environment

Education and Experience

Any combination of related education and experience equivalent to a high school diploma and 3 years of experience working with control devices, SCADA, electrical, and pump systems in a closely related field. An AA degree or vocational certification or coursework in instrumentation, electrical, or industrial trades is preferred.

Licenses and Requirements:

Valid Washington State Driver’s License is required by date of hire, and a driving record that meets City standards. A Class A Commercial Driver's License with air brake and tanker endorsements is preferred or ability to obtain within one (1) year of hire. Water Distribution Manager certification preferred or ability to obtain within (1) one year of hire;  Flagging Traffic Control Card, Confined Space Entry and Attendant, and First Aid/CPR certifications are preferred or ability to obtain within six (6) months of hire. This position is subject to the drug and alcohol testing requirements of the Federal Highway Administration.

Working Conditions:

This position is required to perform Emergency Standby on a rotation basis, respond to emergencies on a 24-hour basis, and as needed, work overtime including nights, holidays and weekends. Work is performed outside and inside, sometimes in inclement weather and confined spaces. Some portions of the water system are potential hot, cold and/or cramped. Some surfaces are slippery or open grate. Employees risk physical hazards from traffic, heavy equipment, and confined spaces. Incumbents are required to lift up to 75 pounds, climb ladders and stairs, enter vaults, bend, twist, squat, and stoop, kneel and reach. Position requires manual dexterity, hearing and visual acuity.

Union Affiliation:

Fulfillment of bargaining unit membership is required within 30 days of hire.
