Under the direction of the Permit Tech/Plans Examiner Supervisor, this position reviews, examines, and approves plans for construction and remodeling of residential and commercial property for compliance with International Building codes; State Energy and Barrier Free codes; other applicable State laws; and City of Redmond ordinances. Duties include but are not limited to: reviewing plans, specifications, calculations and other documents for completeness of information, accuracy, and conformance with local, state and federal codes and regulations; communicating legal and technical information to applicants; preparing checklists identifying required corrections and requesting additional information when needed; determining need for review by other departments; contacting applicant, answering questions; and performing plan re-reviews for final approval; advising designers, builders, and homeowners on the permit process and plan review procedures at the counter, in follow-up meetings, or through written correspondence; working with field inspectors to resolve code problems encountered during construction; and performing other duties as assigned.

Knowledge of:  principles and practices of current codes: Building, Barrier Free and Energy, State laws and City ordinances; issues resolution and conflict management.

Ability to:  communicate effectively, both verbally and in writing; maintain proficiency with code and construction method changes; explain codes and represent the City’s policies objectively; read plans and specifications and evaluate their consistency with actual construction; plan and organize work to meet both short and long-range deadlines; establish and maintain effective working relationships with citizens, public officials, City staff, the development community and design professionals; work independently and as part of a team; keep and maintain accurate records of permit information and plans to insure proper documentation of building permit authorization.

Education and Experience:

Any combination equivalent to: Associate’s degree in architecture, building construction technology or engineering and three (3) years progressively responsible experience in construction plan review, permit approval, building inspection and/or construction.  ICC plans examiner certification preferred.

Licenses and Requirements:

Must obtain ICC plans examiner certification within six (6) months of date of hire.  Valid Washington State driver's license by date of hire.

Working Conditions:

Work is primarily in an office environment, requires driving to meetings.  Exposure to a variety of weather, traffic or hazardous conditions may occur while driving or conducting field inspections at construction sites.

Union Affiliation:

Fulfillment of bargaining unit agreement membership is required within 30 days of hire.
