The City of Gig Harbor is accepting applications for a full-time Human Resources Manager in the Administration Department.

Closing Date: Friday, October 27, 2017, at 4:30 p.m. Applications will be reviewed as they are received.

The Position: This is an administrative position responsible for management of the City’s human resources program, to include, but not limited to, employee relations, labor relations, collective bargaining agreements interpretation and administration, employee benefits, classification and compensation; recruitment and selection; retention and succession planning; safety and accident prevention; worker’s compensation administration, employee wellness and safety programs; and the City’s drug and alcohol testing program. Under the general supervision of the City Administrator, the employee in this position performs professional and technical work in the field of public sector human resources administration and provides support for all human resources functions. The position requires a high degree of independent judgment, initiative, and direction within the scope of federal, state, and municipal laws, rules, and regulations. Work requires the application of sound judgment and involves performance of complex tasks. Must be able to establish and maintain effective working relationships with City staff, elected officials, stakeholders, and the public.

Salary Range:  $6,310.00 - $7,888.00 per month, paid bi-weekly, plus excellent benefits.

Hiring Range:  $6,310.00 - $7,099.00 per month, paid bi-weekly, plus excellent benefits.

NOTE: Hiring above the salary mid-range DOE may be possible, but requires City Council approval.

Knowledge and Skills Needed: Knowledge of: principles and practices of public sector human resources administration and issues, considerable knowledge of effective personnel policies, rules, and procedures; performance evaluation systems, total compensation plan administration practices; current employment laws and regulations; recruitment and selection methods, employee disciplinary and grievance procedures; labor relations and collective bargaining; safety and industrial insurance laws and regulations; standard office procedures and techniques. Ability to: interpret and administer City personnel policies and procedures, and collective bargaining agreements; effectively resolve or facilitate the resolution of conflicts, fostering compromise and cooperation among conflicting groups or teams; communicate effectively both orally and in writing, and provide excellent customer service to internal and external customers and stakeholders.

Physical Demands and Work Environment: The physical demands described are representative of those that must be met by the employee in this position to successfully perform the essential functions of this position with or without accommodation. Work is performed primarily in an office environment or conference room setting requiring the use of a computer and sitting for long periods. Walking, sitting, standing, bending, reaching, and occasional lifting/relocating of moderately heavy items is required. Some local traveling may be required. Exposure to adverse weather conditions is minimal.

Minimum Qualifications Required: Bachelor's degree in personnel, business, public administration, or related field, and five years of progressively responsible professional level experience in human resources, preferably in the public sector; or any combination of education and experience that would provide the applicant with the desired skills, knowledge, and ability required to perform the job.

Desired: Certification as Professional in Human Resources (PHR, SPHR).
