Responsible for managing the public disclosure function for all Divisions within the Police Department, serving as the point of contact for all law enforcement public record requests, coordinating responses for requests, and ensuring production of requested records are consistent with established city codes and rules as well as state and federal laws.   Work involves data input and control on a daily basis of complex and highly confidential records.  Manages, responds, and oversees Kirkland Police public disclosure requests under Washington State Public Records Act.   Coordinates production of public records to meet legal deadlines.   Reviews responsive records for redactions and withholding exemptions.  Coordinates with other city departments to ensure all responsive records are identified.    Consults with City Attorney and City Clerk's office and similar entities on legal issues.  Work also involves assisting in a variety of other departmental activities.  Utilizes various software to maintain log of public record requests and associated dissemination.

  • Ensures policies and updates are reviewed on a regular basis
  • Evaluates, analyzes, and makes recommendations regarding public disclosure requests, internal requests for information, and records management processes for the Department
  • Provides Administrative and Customer Service Support
  • Resolves client concerns using a high level of customer service
  • Uses discretion when using confidential and sensitive information
  • Provides administrative reports as required

Minimum Qualifications

Bachelor's Degree or equivalent progressively responsible work experience in a position with similar duties in a public  agency environment, or similar related experience.     Ability to interact effectively and provide excellent customer services to internal and external customers.  Must possess excellent oral and written communication skills.    Must have the ability to use software programs such as Word, Outlook, Excel, Access, and Adobe Pro.      Must be able to obtain a police security clearance including polygraph, psychological and background prior to hire. 

Preferred Qualifications

Prior experience in managing public disclosure requests is highly desirable.

Hours of Work

Anticipated work schedule will be 9:00 - 5:00 pm, Monday - Friday.   

Working Conditions & Physical Activities

Work is generally performed in an office environment, interacting with internal and external customers.  Prolonged periods of sitting and computer keyboard entry are a routine part of this job.

Union Affiliation

As a condition of employment, must become a member of Kirkland Police Guild within 30 days of employment or meet alternate regulations as set forth in the Agreement between the City and the Guild.
