The Parks Maintenance Supervisor manages all parks maintenance and operations; including planning, prioritizing, and directing field crews in the operations of maintenance of City grounds, parks, park facilities, cemetery, and City/School partnership sites.

Position Principal Accountabilities:

  • Oversees operation, maintenance and supervision of parks facilities, recreational areas, marinas, docks, beaches and other sites.
  • Oversees boat launch access system.
  • Oversees Cemetery maintenance and operation including funeral services.
  • Supervises Park owned residential rental properties in compliance with the Landlord-Tenant law. Resolves/handles tenant requests and maintains rentals at Park standard.
  • Ensures public parks and places are safe, clean, aesthetically pleasing for public use.
  • Accountable for creating and maintaining a positive work environment. Ability to attract, retain, lead, and motivate a competent and professional staff
  • Assists in development and administers assigned operations budgets, construction projects, and expenditures.
  • Directs and supervises a 7 day per week, 365 days per year operation.

Essential Position Duties:
  • Hires, trains, evaluates, and disciplines staff and volunteers.
  • Responsible for supervision and coordination of maintenance/repairs and construction activities of City parks and facilities. Working with City staff, private contractors and volunteers. Establishing and maintaining schedules to ensure appropriate coverage for routine maintenance, projects, events, and repairs in City parks.
  • Develops, establishes, and maintains programs to ensure that all parks and grounds are meeting park maintenance standards.
  • Develops and establishes an ongoing preventative maintenance programs for park amenities and structures. Ensures that all amenities and structures meet park maintenance standards.
  • Assist with bi-annual park maintenance and operations budgets. Creates innovative techniques to utilize budget in an effective, efficient manner.
  • Inspections of parks, park sites, amenities, and site furnishings for safety and repairs.
  • Makes timely responses to citizen concerns and complaints.  Investigates and ensures corrective action is taken, or concern is delegated to the correct department.
  • Conducts and facilitates staff meetings to ensure smooth and effective coordination of Division activities and inter-departmental relations.
  • Recommends and justifies current and future personnel, material, equipment, and facility resources needed to accomplish Maintenance Division responsibilities and activities.
  • Manages private contractors and administers contract services to supplement repairs and maintenance requirements of City grounds, parks, sites, facilities, and special projects.  Monitors progress, quality, and work methods of contractors and takes corrective action as needed.
  • Performs a variety of administrative tasks. Maintains current records for play equipment, pesticides, docks, structures, and facilities.
  • Evaluates and provides training for subordinates. Develops training program and testing procedures for hiring new employees. Develop testing procedures for promoting current employees.
  • Administers volunteers program including project development, coordination with staff and volunteers. Supervises volunteers from various groups.
  • Manages construction projects. Designs and selects materials or participates in design and material selection.
  • Develops and administers risk management. Keeps current with current state and federal laws, safety regulations and consumer product safety standards.
  • Develops and implements eco-sensitive programs. Researches and implements products and programs for water conservation.
  • Identifies areas throughout parks system where private contractors can and should be utilized. Develop, implement, and monitor contracts to assist with maintenance, construction, and repairs.
  • Acts as City Liaison with various community and business groups, associations and individuals.
  • Develops specifications and criteria for new equipment, vehicle replacements, and tools.
  • Collaborates with other departments throughout the City to assist in Kirkland’s mission of providing efficient and effective levels of service.
  • May act as Parks Operations Manager in his/her absence.
Minimum Qualifications

Bachelors degree in Horticulture, Forestry Management, Parks and Recreation or related field, plus 5 years of progressively responsible experience in parks or public grounds operations and maintenance, including 2 years of supervisory experience. Experience in lieu of a degree will be accepted.

Hours of Work

The Parks Operations Division has a seven day a week operation. Although incumbent will work approximately 40 hours per week, work hours may be scheduled between 6:30 a.m. to 11:30 p.m. depending on need. Saturdays and Sundays may also be a part of the normally scheduled work week.

Working Conditions & Physical Activities

Work is primarily performed in a typical office environment with frequent site visits to parks or facilities, which could involve walking in rugged terrain and/or exposure to outside weather conditions.

This is a non-represented position and a member of the Management and Confidential (MAC) group.
