Summary

The role of the Senior GIS Analyst/Programmer is primarily to support enterprise spatial systems, databases and applications to ensure usability, availability, scalability, and security. The Senior GIS Analyst/Programmer works directly with customers on projects and supports the enterprise GIS. The position is responsible for providing technology expertise in the spatial system implementation, spatial database architecture and administration, project management, programming, and business system integration such as permitting, maintenance management, public safety, etc. Maintains, enhances, and supports GIS business programs and spatially-enabled COTS applications. Performs, coordinates, and manages a broad range of technically complex projects on multiple platforms. Analyzes business needs and processes; and procures, develops, and implements GIS solutions to meet those needs. Administers versioned databases, utilizes tools such as topologies, and performs advanced data analysis and modeling to support better decision making processes. Develops custom applications, scripts, reports, and maps for business users.

The position is responsible for documenting, maintaining, and ensuring reliability of GIS platforms and related data. Special project or program roles may be assigned as needed. Under direction of the division manager, this position serves as a technical lead and project manager in accomplishing department initiatives and achieving strategic goals of the department and city. 


Hours of Work

40 hours/week. Monday through Friday, 8:00 AM - 5:00 PM.

There are 2 Senior GIS Analyst positions available, one regular and one temporary.

The temporary position is funded for 12 months beginning date of hire.

All qualified applicants may be considered for either position.

 

Minimum Qualifications

Bachelor's degree in Science, Information Technology, Engineering, Geography, or related field and five or more years of information technology/GIS experience required. Two years of experience implementing and administering cross-departmental application and associated database systems, five years progressively responsible experience with land information system and GIS or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed above.


 

Preferred Qualifications
  • Comprehensive knowledge of ESRI software products including desktop, mobile, and server. Experience with ArcGIS Server, Image Server, Map Services, and Web Services.
  • Solid understanding and experience with programming languages relating to implementing/customizing desktop, web, and mobile-based solutions. Knowledge of development methodologies and tool sets (.NET, Python, C#, ArcObjects, etc.), database platforms (SQL Server, Microsoft Access, etc.), web platforms (IIS, .NET, Silverlight, JavaScript, HTML, XML, HTML 5, etc.). Understand ArcGIS server REST and SOAP APIs.
  • Experience with enterprise GIS implementation and business system integration such as permitting, enterprise asset management, public safety systems, etc. Comprehensive knowledge of versioned spatial database administration for such products as ArcGIS Server, ArcSDE, and SQL Server. Ability to write scripts, queries, reports, and aggregate data from many sources.
  • In-depth knowledge of the mapping sciences, including land surveying, photogrammetry, GPS, remote sensing technologies, and cartography.
  • Solid understanding of GPS data collection, data conversion, and mobile technology.
  • Ability to manage GIS COTS systems and support spatially-enabled applications.
  • Excellent interpersonal skills for establishing and maintaining productive working relationships with city staff and vendors, including an ability to effectively facilitate diverse technical and non-technical project teams by communicating clearly both orally and in writing.
Working Conditions & Physical Activities

Incumbent is typically required to reach, stand, walk, finger, talk, hear and perform activities requiring repetitive motions.

Work is typically light work: Exerting up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of force greater than that for sedentary work and the worker sits most of the time, the job is rated as light work.
Work is conducted in an open office environment with constant distractions.
