Emergency Preparedness Coordinator - City of Kirkland ( Job # 18-0136)

This position has responsibility for supporting emergency management in the City.  Under the direction of the Emergency Manager, this position is responsible for duties in planning, coordination of volunteer programs, development and promotion of emergency preparedness, response, recovery and mitigation, and City operational readiness. 

Supports development of emergency plans for the City; provides coordination for emergency management volunteer programs, delivers training to businesses, communities, and City employees; and contributes to the overall success of the City’s emergency response efforts.  Works with Federal, State, and County agencies for coordination, support, and response to disasters; emergency management training and exercise and various regional and grant programs. Maintains the emergency management internal and external web pages.  Supports and provides training for the City’s Community Emergency Response Team (CERT) program.  Prepares presentations for internal and external emergency management educational opportunities. Provides guidance to Emergency Operations Center (EOC) staff during activations.


Minimum Qualifications

Bachelor's or Associate’s degree in a related field and two years of experience in the administration, supervision, participation and/or teaching of emergency preparedness/management; or equivalent combination of education and experience which provides the applicant with the desired skills, knowledge, and ability to perform the job. 

Documented experience working in an Incident Command Post, EOC/ECC, or other ICS organization during an incident;

Completion of the FEMA EM Professional Development Series.

Must possess, or be able to obtain, a valid Washington State driver's license.

Completion of FEMA or equivalent ICS 100, 200, 700, and 800 courses.


Preferred Qualifications

HSEEP certificate and additional FEMA sponsored training courses preferred. FEMA Advanced Professional Development Series certificate.

Special Note

The intent is to offer a full-time general fund position dependent on budget approval expected December 13, 2018.  

This position is currently grant funded as part-time. Start date would be January 2, 2019.

Hours of Work

Hours are generally 8 am to 5pm, with a flex schedule available to adjust for weeknight and weekend volunteer and community activities. This position is expected to be available and respond during EOC activations or City emergencies and disasters.

Working Conditions & Physical Activities

Work is generally performed in an office environment, although exposure to physical hazard may occur during disaster situations.  Work with computer, printer, photocopier, and cellular phone.

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
