Senior Engineer/Project Manager - City of Woodinville ( Job # 18-0012)

Summary

Woodinville is a city of 12,000 residents and 1,200 businesses located in the Sammamish Valley about 20 miles northeast of Seattle, Washington.  Scenic landscapes, wineries, and craft brewers and distillers make Woodinville a tourist destination.  Recreation opportunities and open space contribute to Woodinville's unique quality of life.

This is a two-year, term-limited position.  During the term of the position, benefits will be provided as with any other City employee.  At the conclusion of the term, the individual will be ineligible for layoff or severance benefits.

A Washington State Professional Engineer license is required.

This individual will be responsible for managing assigned public works capital improvement projects subject to strict deadlines including managing public involvement, overseeing and monitoring consultants and meeting schedule and budget objectives. Provides highly responsible and complex engineering and administrative support to other project management engineers, staff, and the Public Works Director. Responsibilities include developing scope of work, performing or directing daily design engineering decisions, preparing reports, and overseeing expenditures. Requires a high degree of independent judgement and action in planning projects, resolving technical problems, and administering projects within the framework of established policies. Supervises assigned staff; and responds to citizen and contractor inquiries.

 


Job Responsbilities

Performs a variety of project engineer/project manager tasks in support of multiple and diverse capital projects including streets, buildings, parks and drainage in conjunction with other Senior Engineers and Public Works Director.

Manages or performs all aspects of assigned project construction, including in-house design, consultant design, and acquisition and utilization of grant/City/developer funds to design and construct transportation projects; performs in-house engineering design, contract document preparation, and bid and award activities.

Performs project engineering, including written project analysis, plans, specifications, estimates, environmental reports, and legal/boundary research.

Writes interagency agreements, acquires property, and coordinates public bidding process in accordance with State and Federal regulations.

Assists in preparation of short- and long-range capital planning; seeks and secures grant funding for capital projects; manages State and federal grant acquisition including TIB and ISTEA funds; tracks and monitors grant and mitigation funds.

Coordinates the selection of design consultants, meets schedule and budget objectives for assigned projects; supervises activities of assigned engineering and support staff, and contractors.

Organizes public meetings for design and construction projects; makes presentations, writes and presents staff reports to co-workers, senior management, City Council, and the public.

Reviews design plans and field surveys for accuracy, practical application, and to insure that all components necessary for project completion are present to bid the job.

Represents the Public Works Department on a variety of committees; prepares and presents reports and correspondence; prepares analytical and statistical reports on operations and activities.  Acts as liaison with other City departments and outside agencies to update and coordinate construction activities.

Performs other duties as required or assigned.

Education and Experience

Bachelor’s degree in Civil Engineering, Construction Management or related field and five years increasingly responsible engineering experience including two years construction project management with demonstrated knowledge in the preparation of plans, specifications, and contract documents.
