Corrections Manager - City of Kirkland ( Job # 19-0001)

The Corrections Manager manages the Corrections Unit of the Kirkland Police Department.   This position reports to a Police Captain and works under their general direction.   The Corrections Manager oversees the supervision of the day to day operation of the Jail facility.  Actively promotes and reinforces the goals, values and objectives of the Department with residents and subordinates.   Maintains a positive, constructive work atmosphere; facilitates and manages organizational change.    Other principal duties include:

  • Plans, organizes, and directs the activities of assigned unit(s) consistent with guidelines established by applicable laws, regulations, directives, and superiors;
  • Oversees the scheduling of Corrections staff.  Ensures the maintenance of accurate attendance records;
  • Reviews and monitors workloads.  Reviews personnel, equipment, and activities to ensure high level of efficiencies are achieved;
  • Assigns, manages, and evaluates the performance of assigned personnel.   Provides training, motivation and staff development.   Participates in selection processes;
  • Coordinates activities of the Corrections Unit with activities of other units and agencies, communicates with counterparts in other agencies;
  • May perform the duties of a Corrections Officer to include prisoner booking, transports, processing and completing police reports and other duties as assigned.

Department Organization

The Police Department serves a population of 86,080 and a service area of approximately 20 square miles.   The department's operating budget for the 2019 - 2020 biennium is $57.7 million which includes 150 full-time equivalent positions.   The department provides services through four divisions:

  • The Executive Division provides overall coordination of department activities, coordinates with other departments and agencies, prepares and monitors budgets, and provides personnel and payroll support.
  • The Operations Division consists of Patrol, Traffic and K-9 unit.  In addition to responding to 911 calls and proactively enforcing the law, this division is responsible for working with neighborhood groups, businesses, and other organizations to identify issues, build partnerships, and resolve mutual problems.
  • The Administrative Division consists of the Corrections and Records, and is also responsible for recruitment, hiring, evidence intake and storage, facility issues, fleet, scheduling, grant compliance, contracts, budget and liaison with NORCOM and other regional boards.  The Corrections Unit operates the jail, moitors home detention, work release, and performs all prisoner transports to courts and other detention facilities.
  • The Professional Standards Division consists of Investigations, Family Violence, Special Response Team, Crisis Negotiations, Honor Guard, and Training.  This division is also responsible for reviewing and updating the department general orders and standard operating procedures, accreditation, police review boards, internal investigations and risk management.
Experience and Education

Associate degree with major course work in criminal justice, management, or related fields and five years of progressively responsible corrections center experience or 7 years of on-the-job experience.  Computer proficiency and knowledge of technology applications pertinent to the Jail's operations and management systems requirements.  The successful candidate will bring a can-do attitude, excellent verbal and written communication skills, and an appropriate sense of humor.  Must have valid Washington State driver's license or ability to obtain upon hire.  Must be able to obtain a police security clearance including polygraph, psychological and background prior to hire.

Working Conditions & Physical Activities

Work is performed in a typical office environment.  On occasion, duties are performed in the field in a corrections vehicle and may require on-going exposure to violence and hazardous weather conditions.  Strong physical effort may be required while restraining individuals.   Must be able to work in a confined corrections environment.    Must be able to work evenings, weekends, and/or holidays and be available for emergencies.

This is a non-represented position and a member of the Management and Confidential (MAC) group.    The Corrections Manager holds the rank of Lieutenant.

Compensation and Benefits

The Corrections Manager has an annual salary of $112,164 to $144,720, depending on experience. The City also offers an attractive benefits package including:
