Summary

THE CITY OF GIG HARBOR is seeking a motivated individual to fill the open position of GIS Coordinator to perform technical Geographical Information Systems (GIS) work and other related tasks. The incumbent will obtain, develop, and verify accuracy of data for GIS use; coordinate GIS data management and GIS data and mapping standards within the City; serve as a point of contact between Pierce County GIS and the City; and serve as the City lead for the creation of standard and custom base maps, overlays, and thematic maps. He/she will work independently to apply established guidelines and alternatives to make standard judgments and decisions. Work involves cooperating with City staff and the public to create unique, customized, digital presentation maps and exhibits.

Hiring salary range: $32.31 - $36.31 per hour


ESSENTIAL FUNCTIONS

Duties:

  • Coordinate activities and maintenance of the Geographic Information Systems (GIS); research, design and implement database applications, collect and input data; produce and analyze output.
  • Input, edit, and rectify data, including metadata, to the GIS.
  • Prepare and maintain a variety of records and reports related to streets, storm systems, landscaping, inventory, plats, parcels, rights-of-ways, licenses, businesses, and other source documents for data layers.
  • Create standard and custom base maps, overlays and thematic maps for a variety of user-groups including long-range and current planning, engineering, public works, licenses, assessments, etc..
  • Develop application programs to automate routine processes, cartographic production, and other end-user applications related to GIS.
  • Operate a variety of computers and related peripheral equipment including media devices, printers, plotters and digitizers.
  • Operate and maintain mapping and map reproduction equipment for the City.
  • Communicate with a variety of City departments and outside organizations to coordinate activities, exchange information, receive requests and resolve questions and/or concerns, and provide training.
  • Prepare and maintain records and documentation related to database development and applications.
  • Assist in the design, development and creation of databases, maps and other related projects.
  • Produce and maintain a variety of base and specialty map products for the City and the public using AutoCAD software, ArcGIS software, and converting AutoCAD layers to GIS layers.
  • Update, maintain and organize information in the City’s GIS; retrieve, check and distribute surveying information as needed.
  • Assist departments and divisions in defining, prioritizing, developing, and implementing GIS related projects.
  • Provide technical guidance and support to assist users, on GIS applications and procedures.
  • Provide technical guidance and support to assist users with GIS data requests made by the public and consultants regarding the City’s GIS databases; provide assistance to the public at the counter.
  • Consult with staff to assess the needs and provide custom maps, reports or data extracts.
  • Serve as the City’s primary GIS contact and liaison to Pierce County GIS, performing all associated duties; maintain copies of Pierce County documents for the City’s GIS users.
  • Perform all related GIS and mapping functions as necessary to accommodate the City’s GIS goals.
  • Mentor a GIS intern as applicable.
  • Update City assets from both capital projects and private development projects into GIS and the City’s asset management software (Cartegraph).  This includes assets for parks, stormwater utility, water utility, sewer utility, and streets.
  • Update utility assets and street centerlines to the City’s two water utility and sewer utility computer models and traffic computer model.
  • Update land use layers and mapping.
  • Update fire flow test results on hydrant layers.
  • Create official City GIS maps for all city departments.
  • Work with the City’s Cartegraph administrator to manage the City’s asset management database.
  • Coordinate with Pierce County for the City’s GIS layer management on Pierce County’s County View program.
  • Convert existing record drawings from various file formats into GIS layers for parks, stormwater utility, water utility, sewer utility, and streets.
  • Generate metadata for all current GIS layers.
  • Establish GIS standards for City record drawings.
  • Establish critical data fields, working with departments to understand desired or needed assets to track. 
  • Bring GIS to the public via city website by 2021.
  • Help with data collection of City capital projects during both design and construction).
  • Plan and set goals for department groups to capture new data with emphasis on value of information gathered.  Garner a strategic plan for growth of system.  (Includes needed hardware, software, data acquisition.)
  • Train City staff in the integration/use of new technology as it relates to GIS.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities:

  • Understanding of drafting and surveying concepts and terminology; cartographic principles and design.
  • Principles and practices of GIS theory, database development, implementation and maintenance of GIS systems.
  • Methods, techniques and instruments used in drafting, surveying and digitizing data with accuracy and control.
  • Reading and interpreting maps, property legal descriptions, lot survey field notes and a variety of other planning documents.
  • Proficient operation of database, spreadsheet and word processing software.
  • GIS database design, workflow coordination and user support.
  • GIS applications related to land use planning.
  • Applications for GIS mapping such as land use planning, engineering, etc.
  • Computer aided drafting software and hardware design.
  • Conduct research and collection of GIS data, draft as-built information to keep base maps up to date.
  • Prepare displays and exhibits for meetings and events using aerial photos, computer generated text, ArcGIS and other techniques.
  • Efficiently plan and organize work.
  • Analyze GIS-related software, research and recommend new/innovative GIS related software to meet the needs of the City.
  • Communicate clearly and concisely, verbally and in writing.
  • Deal with the public in a courteous and tactful manner.
  • Exercise good judgment in determining when issues require involvement of supervisor.
  • Work under pressure and meet established deadlines.
  • Establish and maintain positive, effective working relationships with those contacted in the performance of work.
  • Maintain regular, reliable and punctual attendance.
  • Read and interpret civil construction drawings.
QUALIFICATIONS

Required Qualifications:

  • Bachelor’s degree with emphasis in GIS, Planning, Geography/Cartography, Computer Software, Environmental Studies, Engineering, or related field and two years of increasingly responsible work experience in GIS database design and workflow; or a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above; and
  • Directly related work experience in GIS database design and workflow may be substituted on a year for year basis for college education; and
  • Working knowledge of, and experience with ARC/INFO and/or ArcView is required.

OTHER INFORMATION

This position is classified as non-exempt and is eligible for overtime under the Fair Labor Standards Act (FLSA) and is also covered by a collective bargaining agreement.
