Come join our team as a Parks Account Associate in the Maintenance Operations Division in the Parks and Community Services Department at the City of Kirkland! 

Located on the Northeast Shores of Lake Washington, the City has 59 developed parks, to include waterfront beaches and swimming parks and approximately 20 undeveloped parks and a population of approximately 85,000, and is just 30 minutes east of Downtown Seattle.  Regionally recognized as a City with a “small town” feel, a sense of history, and a strong appreciation for quality of life, Kirkland is a booming community.  Home to tech companies such as Google and Inrix, along with Evergreen Hospital, Kirkland is within the acclaimed Lake Washington School District.  Investment in public infrastructure has been a high priority for the community as well as for the tools, equipment, and vehicles for the City’s workforce.

The Parks Account Associate is responsible for researching and preparing information for division staff. Provides division accounting support for revenues, expenditures and budget. Implements vendor contract administration and division labor tracking, inventory, and staff support. This position plays a key role in the day to day operations of Parks Maintenance Division.

Essential Job Functions
  • Gathers and inputs data and synthesizes into management reports for division manager.
  • Maintains accounting records by posting, balancing, and verifying division expenditures. Assists with monitoring Maintenance Division current year operations fund and capital improvement budgets. Maintains construction project accounts, including proper disposition of retainage funds.
  • Reviews current budget expenditures for accuracy and monitors expenditures. Research and analyze accounting questions. Create documentation for accounting adjustments and resolve discrepancies.
  • Responsible for payment process utilizing City’s MUNIS (financial software) system, assuring proper budgetary approval and coding. Position is responsible for reviewing recurring billings and for preparation of monthly expenditure reports.
  • Prepare documentation and billing to invoice organizations.
  • Schedules maintenance projects with outside contractors and parks support crew: including soliciting bids and applying/obtaining necessary permits from other agencies.
  • Works with managers/supervisors to ensure accurate timekeeping of Parks Maintenance Crews utilizing a MMS (Maintenance Management System), serves as back-up Timekeeper on occasion for department payroll processing, attend all payroll/timekeeper meetings and trainings.
  • Schedule, coordinate and monitor dumpster and portable toilet needs for Parks system; coordinating with Public Works Solid Waste group and private contractors.
  • Monitors vendor, construction, or professional services contracts as assigned. Responsible for soliciting quotes and working with Purchasing to secure reoccurring contracted services.
  • Monitors service and quality with Park Supervisors and corresponds with vendors for service issue resolution.
  • Coordinates the Maintenance Division’s response to service requests by City staff and citizens using CSR (Customer Service Response) system.
  • Serves as division and department representative on a variety of City committees, and others as assigned by the Parks Maintenance & Operations Manager.
  • Responsible for all aspects of division internet/intranet web pages (creating, editing, maintaining, etc.).
  • Provides necessary assistance in budget preparation – collects and enters data, prepares reports and makes recommendations.
Peripheral Responsibilities
  • Does research and other tasks as assigned by the Parks Manager.
  • Emergency Operations:  This responsibility requires immediately reporting to the Parks Division office during emergency situations. The emergency operations position is a twelve-hour shift for as many days in a row as is required at the time of the emergency.
Skills & Abilities
  • Skill in developing and presenting material for the purpose of clearly informing various audiences.
  • Ability to gather data from many sources and synthesize information for management review.
  • Ability to communicate clearly and concisely, orally and in writing. Requires a working knowledge of Park rules and regulations and ability to explain regulations to others.
  • Ability to manage multiple priorities independently. Requires excellent business math skills, organizational ability, and attention to detail.
  • Computer skills in spreadsheet and word processing applications and knowledge of database management. Working knowledge of City’s software programs including presentation, accounting, and budgeting software desired.
  • Ability to work independently and as a member of a team.
Minimum Qualifications

An AA Degree with two years of experience in bookkeeping or accounting; or a combination of equivalent education and experience necessary to successfully complete the essential functions of the position.

Must have a valid Washington State Driver's license.

Hours of Work

Core business hours are 6:30a.m. - 4:00 p.m., Monday - Friday; work schedule to be determined upon offer of employment.

  • Extended periods of time may be spent sitting and working at a computer terminal.
  • Must be able to walk, climb, bend and stoop to complete tasks.
