The Utility Billing Administrative Assistant performs routine clerical duties, coordinates delinquent utility billing notices, utility collections, and provides recordkeeping and customer service functions for the City and its customers.

WORK HOURS:   40 hours per week, 8:30 - 5:00 pm M-F
HIRING RANGE:  $28.47 - $32.04/hour DOE + Great Benefits (AFSCME Union Position) 

Essential Job Functions
  • Provide primary phone and Finance department customer service counter assistance to the public in matters involving utilities, business licenses, parking permits and other City related information.  Follows up on customer inquiries and resolves complaints regarding water consumption, water pressure, meter readings, and/or water leak problems.
  • Process field notes from meter reader and is responsible for customer follow-up and preparation of billing adjustments for customer service problems.
  • Coordinates monthly delinquent account collection program including preparation and mailing of final notices, shut-off and turn-on orders, establishing and monitoring payment schedules, customer follow-up account research, preparing lien forms, and assisting with collections.
  • Processes all business licenses applications, which requires receipting, entering applications into the database and maintaining the files. 
  • General support of quarterly and annual B&O tax returns and receipts and posts all tax monies.  Balances B&O system to general ledger at the end of each month.
  • Balances cash register and performs backup of cash register system each day.
  • Cross-trains with the utility billing functions in the Finance department.
  • Opens and distributes Finance department office mail and files utility field orders and other utility documents. Assist other Finance department staff with general office duties such as copying and other administrative duties. 
  • Performs other duties as assigned.
Qualification Requirements
  • High School Graduate/GED.  One or more years of clerical experience.
  • Must have demonstrated skills in basic accounting, 10-key calculator, and data entry.
  • Strong written, verbal and interpersonal communication skills.
  • Ability to work independently with minimal guidance, receive and respond well to direction, and ability to work collaboratively with others in a team environment.
  • Knowledge of utility billing procedures, utility collections and B&O taxes highly desirable.
  • Ability to reconcile assigned general ledger accounts.
  • Must demonstrate excellent computer skills in Microsoft Office Suite (Word, Excel, Outlook) and other technology tools including digital cameras, scanners, copiers, fax machines, multi-line telephones, and cellular phones, etc.
  • Ability to handle multiple interruptions, prioritize work, and maintain organization of documents.
  • Must have demonstrated record of good work attendance.
  • Must be able to work well with the public and cooperatively with other staff and departments.
  • Ability to communicate clearly and effectively, both orally and in writing in English language.  Ability to follow both oral and written instruction in the English language.
Other City Requirements
  • Ability to drive a City vehicle, possess a current and valid Washington State driver's license and good driving record. Evidence of a good driving record is a condition of employment and a complete driving abstract will be required.
  • Completion of a Nationwide and Washington State criminal history background check is required in order to determine any past conviction history of crimes against persons, sexual assault or exploitation, and sexual or physical abuse and must be able to pass a thorough background check as required by the Child/Adult Abuse Information Act.
  • Completion of an I-9 Form, documenting eligibility to work in the United States.
Working Conditions and Physical Abilities

Work is performed in office settings.  Work activities include combinations of sitting, standing and walking and the ability to lift 50-100 pounds routinely.  Must be able to work under stressful conditions at times.  When in the office, work requires hand-eye coordination and fine manipulation skills are necessary to operate computers and various office machinery.  Ability to hear and speak clearly both in person and on the telephone.
