Under direction of the Director of Planning and Building, the Planning Manager manages, supervises, and administers the current planning activities of the Planning and Building department.

Essential Functions
  1. Plans, organizes and manages the Department’s activities related to land development, permit review and public information.
  2. Provides recommendations and advice to City Council, Planning Commission, Houghton Community Council, Design Review Board, and the City’s Hearing Examiner consistent with City policies and regulations and professional planning practice.
  3. Provides guidance and direction to staff on permit applications and development and environmental review to ensure compliance with statutory requirements, including zoning, subdivision and development regulations, the State Environmental Policy Act and the Shoreline Management Act.
  4. Oversees the Code Enforcement Program.
  5. Coordinates department activities and tasks with other City departments to assure a consistent approach toward common projects of citywide interest.  Coordinates with City Attorney on legal issues regarding planning and permit applications.
  6. Hires, retains, motivates and leads Planning Supervisors, staff planners, and various contract employees.  Assigns tasks and distributes workload.  Provides direction and support to staff in the performance of their tasks and reviews their work products for quality.  Partners with HR for employee discipline matters as needed.
  7. Recommends staffing, service levels, budgeting, and resource requirements to Deputy Director as appropriate.  Approves expenditures and budgetary adjustments as appropriate.
  8. Oversees the provision of information, advice and technical assistance concerning development regulations and permits to neighborhood associations, task forces, committees, developers, media and other interested parties.  Evaluates development proposals and interprets development regulations consistent with City policy.
  9. Evaluates and determines consultant requirements; negotiates and administers professional and consulting services contracts and work programs; and oversees consultant performance and authorizes expenditures and tasks.
  10. Also assists in the preparation and implementation of the Department’s work program and budget, and development of department policies and procedures.
Knowledge, Skills, and Abilities
  1. Ability to analyze complex and controversial planning issues and development applications and provide recommendations and advice to the Planning Director, public, and elected officials.
  2. Ability to carry out a vision of the City’s future and to contribute to the development of a constituency for good land use planning and local government.
  3. Ability to attract, retain, and motivate a competent and professional staff.
  4. Comprehensive knowledge of land use and development regulations, environmental and transportation planning, urban design, economic development, and development regulation, planning concepts, techniques and practices.
  5. Advanced analytical, negotiation, customer/public relations and communication skills (both verbal and written) to comprehend, interpret, and explain rules, regulations, legal requirements and policies.
  6. Ability to exercise professional judgment and make timely decisions in a complex political environment.
  7. Advanced interpersonal skills to build and maintain effective working relationships with a variety of internal and external customers and contacts.
  8. Knowledge of union contract provisions as they pertain to Planning staff.
  9. Ability to be flexible to changing priorities.
Minimum Qualifications
  • Bachelor’s degree in urban planning, architecture, urban design, public administration or related field, plus five (5) years of professional experience with at least two (2) years in a supervisory or management role. 
  • Intermediate level PC proficiency, including word processing, spreadsheet, database, and permit tracking software. 
  • Valid Washington State driver’s license or ability to obtain upon hire.
Preferred Qualifications
  • AICP and/or Master’s degree in Planning or closely related field are desired. 
Hours of Work

8:00 a.m. - 5:00 p.m., Monday - Friday

Working Conditions & Physical Requirements

Work is performed in a typical office environment.  Requires attendance at meetings or public hearings in City Hall or off site, which may be held before or after normal office hours.  Requires sitting for extended periods of time while performing keyboard operations.  Site visits to building sites, vacant properties or environmentally sensitive areas, which may involve exposure to rugged terrain and/or outside weather conditions, may be required.
